SUBJECT: A RESOLUTION AUTHORIZING THE ISSUANCE OF A REVOCABLE
PERMIT (REV-26-6) TO COLORADO STATE UNIVERSITY - PUEBLO
(CSU-PUEBLO) FOR THE CLOSURE OF EASTBOUND DESERT
FLOWER FROM WALKING STICK TO BONFORTE; CLOSURE OF
EASTBOUND BARTLEY BETWEEN BONFORTE AND ALAMOSA; AND
CERTAIN LANE CLOSURES ON ALAMOSA, TROY AND WALKING
STICK TO DIRECT TRAFFIC ALONG DESIGNATED ROUTE TO HOST
THEIR SPRING 2026 CSU-PUEBLO GRADUATION CEREMONY
SUMMARY:
Attached is a Revocable Permit (REV-26-6) for Colorado State University - Pueblo (CSU-
Pueblo) for the closure of eastbound Desert Flower from Walking Stick to Bonforte;
closure of eastbound Bartley between Bonforte and Alamosa; and certain lane closures
on Alamosa, Troy and Walking Stick to direct traffic along designated route to host their
Spring 2026 CSU-Pueblo graduation ceremony on Saturday, May 16, 2026, from 5:00
a.m. to 12:00 p.m.
PREVIOUS US COUNCIL ACTION:
None.
BACKGROUND:
Colorado State University -Pueblo (CSU-Pueblo) has submitted a Revocable Permit
(REV-26-6) requesting the closure of eastbound Desert Flower from Walking Stick to
Bonforte; closure of eastbound Bartley between Bonforte and Alamosa; and certain lane
closures on Alamosa, Troy and Walking Stick to direct traffic along designated route to
host their Spring 2026 CSU-Pueblo graduation ceremony on Saturday, May 16, 2026,
from 5:00 a.m. to 12:00 p.m.
FINANCIAL IMPLICATIONS:
None.
I OARDICOMMISSION RECOMMENDATION:
The Revocable Permit Review Committee recommends approval.
STAKEHOLDER PROCESS:
Businesses and organizations located in the affected area of Rawlings Avenue have
been notified of the event and have indicated no concerns related to the proposed road
closure. Emergency vehicle access will not be affected during this closure.
ALTERNATIVES:
Failure to approve the Resolution will prevent the applicant from being able to implement
their planned traffic routing during the event.
RECOMMENDATION:
Approval of the Resolution.

BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1
The attached Revocable Permit (REV-26-6) is authorized to be issued to Colorado State
University - Pueblo (CSU-Pueblo) for the closure of eastbound Desert Flower from Walking Stick
to Bonforte; closure of eastbound Bartley between Bonforte and Alamosa; and certain lane
closures on Alamosa, Troy and Walking Stick to direct traffic along designated route to host their
Spring 2026 CSU-Pueblo graduation ceremony on Saturday, May 16, 2026, from 5:00 a.m. to
12:00 p.m.
SECTION 2.
The use of the public right-of-way granted hereby is subject to all limitations, terms, and
conditions set forth in the attached Revocable Permit.
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with this
Resolution to implement the policies and procedures described herein.
SECTION 4.
This Resolution shall become effective immediately upon passage and approval.
