SUBJECT: AN ORDINANCE AMENDING ZONING RESTRICTIONS TO REZONE
611 BROADWAY AVE FROM AN R-2, SINGLE-FAMILY RESIDENTIAL,
TO B-1, NEIGHBORHOOD BUSINESS ZONE DISTRICT
SUMMARY:
The applicant is requesting to rezone 611 Broadway Ave from an R-2, Single-Family
Residential, to B-1, Neighborhood Business Zone District.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The applicant is requesting to rezone 0.65 acres at 611 Broadway Ave from a Single-
Family Residential (R-2) to Neighborhood Business (B-1) Zone District to allow the use
of an electronic-variable message sign (EVM sign). The subject property is home to the
Agape Fellowship Church who has operated at this location since 2004. The space has
historically been used as a religious institution since 1967 prior to the adoption of the
current Zoning Code.
The R-2 Zone District is primarily designed for single-family development, allowing for
low- to medium-density housing, gardens, and accessory uses on residential property. It
does not allow for an EVM sign. In contrast, the B-1 Zone District does allow an EVM
sign. The B-1 Zone District is primarily designed for the location of goods and services
required by the immediate neighborhood which creates no nuisance.
The subject property and surrounding areas are designated as an Urban Neighborhood
by the 2022 Pueblo Regional Comprehensive Plan. Urban Neighborhoods are
characterized by a mix of housing types, a variety of services and amenities, gridded
streets, and a complete sidewalk network. The neighborhood-scale goods and services
available under the B-1 Zone District matches the characteristics of the Urban
Neighborhood designation.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.

The Planning and Zoning Commission, at their February 11, 2026, Regular Meeting,
voted 7-0 to recommend approval.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission Public
Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance the property will not be zoned in
accordance with the Pueblo Municipal Code. It will remain as a Single-Family Residential
(R-2) Zone District, and the applicant could not convert the existing sign into an EVM
sign.
Upon request of City Council, the Ordinance could be returned to the Planning and
Zoning Commission for consideration of proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.

BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The zoning restrictions covering the following described property, and in addition half of
all adjacent dedicated roadway and alley rights-of-way, together generally identified in the
attached Rezone Exhibit, is hereby changed from R-2, Single-Family Residential, to B-1,
Neighborhood Business Zone District.
Lots 22 26 and the Southeasterly one - half of Lots 27 32 inclusive, in Bock 121 in the Colorado
1 to the former City of South Pueblo, now Part of the City
of Pueblo, Pueblo County, Colorado.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of the Ordinance to implement the policies and procedures described herein.
SECTION 3.
This Ordinance shall become effective immediately upon final action by the Mayor
and City Council.

Final adoption of Ordinance by City Council on April 13, 2026.
