ORDINANCE NO. 11135
AN ORDINANCE APPROVING THE 1ST AMENDMENT TO THE
INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF
PUEBLO, A COLORADO MUNICIPAL CORPORATION ("CITY"),
AND THE STATE OF COLORADO, COLORADO ENERGY
OFFICE (CEO), FOR THE GEOTHERMAL GRANT FIRE
STATIONS 6, 8, AND 11, AND AUTHORIZING THE MAYOR TO
EXECUTE SAME
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The 1st Amendment to the Intergovernmental Agreement ("IGA") between the City of Pueblo,
a Colorado Municipal Corporation, and State of Colorado, Colorado Energy Office (CEO), Geothermal
Grant Fire Stations 6, 8, and 11 Project, a copy of which is attached, having been approved as to form
by the City Attorney, is hereby approved.
SECTION 2.
The Mayor is authorized to execute and deliver the IGA 1st Amendment in the name of
the City of Pueblo and the City Clerk is directed to affix the seal of the City thereto and attest
same.
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with this
Ordinance to implement the policies and procedures described herein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:

State of Colorado, Colorado Energy Office (CEO) relating to the Geothermal Grant for
the Fire Stations 6, 8 and 11.
PREVIOUS COUNCIL ACTION:
Ordinance 10903 (February 24, 2025) created project accounts C12451, C12452 and
C12453 for Geothermal Grant for Fire Stations 6, 8, and 11, approved an IGA between
the City of Pueblo and CEO in the amount of $90,000.00 for each fire station, and
budgeted and appropriated total funding of $270,000.00.
BACKGROUND:
The City submitted a Geothermal Energy Grant Program grant for improvements to each
of the three new fire stations that the City is currently constructing. The City of Pueblo
and the City of Pueblo Fire Department have committed to electrification in the
construction of the three new fire stations. To reduce potential grid impacts and to
improve winter resiliency, we are leveraging geothermal resources. The design process
included evaluation of several design alternatives prior to the present focus on
geothermal energy and a geoexchange system. In addition, we completed a geothermal
test well to validate the suitability of these sites for geoexchange. The geothermal
systems are coupled with high efficiency VRF and ERV HVAC systems within the fire
houses along with high efficiency lighting and building envelope.

This amendment extends the timeframe for completion of the closeout of the grant.

Denial of this Ordinance would deny extending the grant deadlines.
RECOMMENDATION:
