SUBJECT: A RESOLUTION CONFIRMING THE APPOINTMENT OF CLYDE
BISHOP TO THE POSITION OF CITY CLERK.
SUMMARY:
The Mayor has appointed Clyde Bishop to the position of City Clerk and requests
confirmation of said appointment by the City Council. Such appointment is based on his
education, training, experience, and fitness for the position.

BACKGROUND
Mr. Bishop holds a bachelor's degree in criminal justice and has worked for the City of
Pueblo for 26 years. Mr. Bishop proudly served as a Police Officer with the Pueblo Police
Department for 22 years before transferring to the City Clerk's office in 2023 to serve as
the Municipal Records Technical Coordinator. This history has provided him with the
skills of leadership, sound judgment, problem -solving and coordination of complex
municipal functions.
Mr. Bishop has garnered experience during his time in the City Clerk's office with CORA
requests, the election process, records retention, and City Council meeting operations.
He has been instrumental in processing the agendas for City Council meetings and
operating the audio/visual equipment during the meetings. Mr. Bishop has taken
continuing education courses with the Colorado Municipal Clerks Association expanding
his knowledge in marijuana and liquor licensing, enforcement, records management,
CORA, leadership and many other valuable courses. He has honed his professional skills
which, combined with his approachability, will ensure that staff and citizens will have a
reliable resource. The combination of long-term institutional legal knowledge and recent
technical leadership will provide the City with a strong, knowledgeable City Clerk.

The salary and benefits of the City Clerk have been budgeted and appropriated within
the 2026 budget.

RESOLUTION NO. 16287
A RESOLUTION CONFIRMING THE APPOINTMENT OF CLYDE
BISHOP TO THE POSITION OF CITY CLERK.
WHEREAS, Mayor Heather Graham has requested confirmation of the City Council of the
appointment of Clyde Bishop to the position of City Clerk; and
WHEREAS, Clyde Bishop meets and exceeds the qualifications for the appointment of
City Clerk based on his education, training and experience; NOW, THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The appointment by the Mayor of Clyde Bishop as City Clerk shall be and is hereby
confirmed by the City Council.
SECTION 2
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with this Resolution and the attached agreements which are necessary or appropriate
to implement the appointment described herein.
SECTION 3.
This Resolution shall become effective immediately upon passage and approval.
