HomeMy WebLinkAbout6475RESOLUTION NO. 6475 A RESOLUTION OF THE CITY COUNCIL OF PUEBLO, COLORADO, ADOPTING THE CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) DRAFT STATEMENT OF OBJECTIVES AND ACTIVITIES FOR 1990. WHEREAS, the City of Pueblo, hereinafter called City, is designated as an entitlement city under the Housing and Community Development Act of 1974, as amended through 1987; and WHEREAS, the Citizens' Advisory Committee on Community Development has received and reviewed applications for the use of 1990 CDBG funds, and said Committee has made its recommendations to the City Council on the projects to be approved; and WHEREAS, the City has held a public hearing on November 13, 1989, and in addition quadrant meetings at various locations to obtain the views of citizens and various groups on the City's housing and community development needs; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF 1 R0 0.1 _ .. Section 1. The City Council hereby authorizes the publication of the City's Development Block Grant Statement of Objectives and Activities for 1990, which publication will afford affected citizens an opportunity to examine the statements' contents, and to provide contents on the proposed statement and on the City's community development performance. i ILIA swo W N 21 � - •- • •'• BY: DOUGLAS RING CITY COUNCIL MEMBER APPROVED: BY: d2�.lY PRESIDENT OF CITY COUNCIL ATTEST: December 26, 1989 THE CITY OF PUEBLO, COLORADO, COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) DRAFT STATEMENT OF OBJECTIVES AND ACTIVITIES FOR 1990. The City Council of Pueblo, Colorado, proposes the following objectives for use of CDBG funds in 1990. All projects will be designed primarily to help low -and moderate income persons or neighborhoods; to provide jobs for low -and moderate income persons; or for clearance of slum and blight. It is anticipated that approximately $1,150,000 in CDBG funds will be received by the City in 1990. Following are the proposed projects: BENEFIT LOW-TO-MODERATE INCOME PERSONS 1. Fountain Creek Flood Protection Project Section 108 Loan Debt $250,000 X 2. Fire Museum Mesa Junction /116 Broadway $ 28,589 3. Acquisition & Relocation City Wide $ 50,000 X 4. Housing Rehabilitation Program City Wide $150,000 X 5. Housing & CDBG Administration City Wide $257,911 X 6. Emergency Electrical, Plumbing & Heating - City Wide $ 70,000 X 7. Temporary Housing Program City Wide $ 15,000 X BENEFIT LOW -M- MODERATE INCOME PERSONS 8. Pueblo Ballet /Central Grade School 431 E. Pitkin $14,400 9. Posada/House the Homeless Program $ 5,000 X 10. Street Paving W. l8th Street and Montezuma $ 4,600 X TOTAL $1,150,000 In the Fiscal Years 1988 and 1989, CDBG funds were utilized for the following projects: Housing, economic development, streets, water and sewer, parks and clearance or prevention of slum and blight. These activities were in compliance with the Community Development objectives as identified in the final statements prepared for the years mentioned above; they were also in compliance with the national objectives described in the Code of Federal Regulations Book 24, Part 570, Paragraph 901. The City of Pueblo has a Relocation Plan for minimizing displacement of persons actually displaced by such activities. This plan is available to the public for inspection during office hours Monday through Friday in the Department of Housing and Community Services on the third floor of City Hall. The public is invited to submit written comnents on the proposed objectives and activities and on the community development performance of the City of Pueblo to the office of the City Manager.
