SUBJECT: A RESOLUTION RATIFYING THE JOINT APPOINTMENT OF DR.
ROBERT BARR TO THE FOUNTAIN CREEK WATERSHED DISTRICT
GOVERNING BOARD AS AN ALTERNATE MEMBER
SUMMARY:
This resolution ratifies the joint appointment of members to serve on the Fountain Creek
Watershed District Governing Board.
PREVIOUS COUNCIL ACTION:
Joint City -County appointments to the Fountain Creek Watershed District (FCWD)
Governing Board are made on an annual basis selecting individuals to serve expiring or
vacant terms. Resolutions to ratify the joint appointments are passed by each entity.
BACKGROUND:
The City and County have always appointed a joint member to this governing board.
However, the FCWD has requested that the City and County exercise their right to also
appoint an alternate member to serve a two-year term as a citizen -at -large. This is the
initial appointment of this alternate position. The initial term will be staggered so that
alternates do not expire the same year as the primary.
FINANCIAL IMPLICATIONS:
This is a volunteer board and members serve without compensation.
BOARD/COMMISSION RECOMMENDATION:
The Board recommends approval of the Resolution

STAKEHOLDER PROCESS:
N/A
ALTERNATIVES:
City Council in agreement with the County Commissioners could remove the Resolution
from the Agenda and reevaluate the applications or request that the recruitment process
be extended in order to receive additional applications for consideration.
RECOMMENDATION:
Approval of the Resolution.

RESOLUTION NO. 16278
A RESOLUTION RATIFYING THE JOINT APPOINTMENT OF DR.
ROBERT BARR TO THE FOUNTAIN CREEK WATERSHED
DISTRICT GOVERNING BOARD AS AN ALTERNATE MEMBER
WHEREAS, the Board of County Commissioners have duly convened and appointed Dr.
Robert Barr to complete a two-year term as an alternate member in the citizen -at -large position
on the Fountain Creek Watershed District Governing Board expiring on January 31, 2027; it is
now the desire of the Pueblo City Council to ratify said appointment; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1 _
The joint appointment of Dr. Robert Barr to the Fountain Creek Watershed District
Governing Board to complete a two-year term expiring January 31, 2027 in the alternate citizen -
at -large position shall be and hereby is ratified.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent with
this Resolution to implement the appointments described herein.
SECTION 3.
This Resolution shall become effective on the date of final action by the Mayor and City
Council.
