SUBJECT: A RESOLUTION IN SUPPORT OF FRIENDS OF CITY PARK'S
SUBMITTAL OF A LETTER OF INTENT FOR HISTORY COLORADO'S
STATE HISTORICAL FUND COMPETITIVE GRANT PROGRAM TO
PRESERVE THE CITY PARK BATH HOUSE
SUMMARY:
Attached is a Resolution in support of Friends of City Park's application for grant funding
to preserve the City Park Bath House
PREVIOUS COUNCIL ACTION:
City Council designated the City Park Bath House as a local historic landmark by way of
Ordinance 11093 on December 22, 2025.
BACKGROUND:
Friends of City Park intends to apply for grant funding from History Colorado through its
State Historical Fund Competitive Grant program (the "Grant"). History Colorado offers
general competitive grants twice a year in April and October. These grants can support
archaeology, construction, planning, and education projects related to historic places.
The grants vary by request amount, review process, and award announcement date.
Because the City of Pueblo owns the property for which the grant is sought, the Friends
of City Park and the City are working to negotiate a lease agreement and Memorandum
of Understanding that will come before City Council for approval by ordinance at a later
date. The present resolution expresses general support for the Friends of City Park's
Grant application and authorizes the Mayor to sign a Letter of Intent to facilitate the
same.
The Grant will require a cash match. The Friends of City Park have expressed its intent
to apply for the maximum amount of $250,000; however, it is not seeking any matching

funds from the City. It intends to "self -match" any required funds through its non-profit
organization and private donations.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City in passing this Resolution.

ALTERNATIVES:
City Council could choose not to publicly support Friends of City Park's grant application.

A RESOLUTION IN SUPPORT OF FRIENDS OF CITY PARK'S
SUBMITTAL OF A LETTER OF INTENT FOR HISTORY
COLORADO'S STATE HISTORICAL FUND COMPETITIVE
GRANT PROGRAM TO PRESERVE THE CITY PARK BATH
HOUSE
WHEREAS, Friends of City Park is a non-profit entity composed of engaged citizens,
community members, and business leaders of Pueblo who are determined to see the preservation
of Pueblo's historic assets; and
WHEREAS, Friends of City Park was formed to address the City Park Bath House and
ensure its legacy is preserved in a way that also meets today's modern needs as a public facility,
world class tennis center, and multi -purpose community space; and
WHEREAS, City Council passed Ordinance No. 11093 designating the City Park Bath
House as a local historic landmark on December 22, 2025 making it eligible for State Historic
Grant Funds; and
WHEREAS, Friends of City Park plans to submit a Letter of Intent on March 18, 2026 to
apply for grant opportunities through History Colorado; and
WHEREAS, Friends of City Park plans to apply on April 1 for the Competitive Grant
distributed by History Colorado through its State Historical Fund Program; and
WHEREAS, Friends of City Park intends to apply for the maximum amount of $250,000 in
the general round and will provide all required matching funds through its non-profit entity and
private donations. NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The City Council of the City of Pueblo, for the above -stated reasons, supports Friends of
City Park's Letter of Intent to apply for grant opportunities through History Colorado.
SECTION 2.
A copy of this Resolution may be submitted by Friends of City Park in its attempt to secure
grant funding distributed by History Colorado.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent with
this Resolution to effectuate the policies and procedures described herein.

SECTION 4.
This Resolution shall become effective immediately upon final passage and approval.
