SUBJECT: A RESOLUTION ESTABLISHING PROJECT C12611 - CITY HALL
UPGRADES, TRANSFERRING $50,000 FROM PROJECT C12507 - CITY
HALL SECURITY UPGRADES TO C12611 - CITY HALL UPGRADES,
AND ULTIMATELY CLOSING PROJECT C12507.
SUMMARY:
This Resolution establishes Project C12611 - City Hall Upgrades, transfers $50,000 from
C12507 - City Hall Security Upgrades to C1261 1, and ultimately closes out Project C12507
- City Hall Security Upgrades.
PREVIOUS COUNCIL ACTION:
The 2025 Adopted Budget budgeted and appropriated $350,000 to Project C12507 for
the purposes of City Hall security upgrades.
BACKGROUND:
In 2025, City Council budgeted and appropriated $350,000 into Project C12507 for the
purposes of City Hall security upgrades. Cost estimates for the proposed improvements
exceeded the available budget, so the project was ultimately abandoned.
In 2026, a significant portion of City staff relocated to the new City Annex Building,
leaving vacant office space in City Hall. City Administration subsequently repurposed an
office in City Hall to provide City Council with a dedicated workspace. Project C12611 will
fund the necessary equipment, furnishings, and upgrades to ensure the office is suitable
for Council use.
FINANCIAL IMPLICATIONS:
$50,000 will be transferred from Ci2507 to C12611 - City Hall Upgrades. Project C12507
will be closed out, and any remaining budget returned to the Capital Improvement Fund,

after payment of final invoices related to preliminary design work for the abandoned
security upgrades, which can be used for future capital improvements.

A RESOLUTION ESTABLISHING PROJECT C12611 - CITY HALL
UPGRADES, TRANSFERRING $50,000 FROM PROJECT C12507
- CITY HALL SECURITY UPGRADES TO C12611 - CITY HALL
UPGRADES, AND ULTIMATELY CLOSING PROJECT C12507.
WHEREAS, City Council previously appropriated funds for Project C12507 for the
purposes of City Hall security upgrades; and
WHEREAS, the projected costs for the security upgrades exceeded available
appropriations and the project was abandoned; and
WHEREAS, City staff relocation to the City Annex Building created available office space
in City Hall that has been repurposed to provide City Council with a dedicated workspace; and
WHEREAS, City Council desires to establish Project C12611 to fund the upgrades and
equipment necessary to make the workspace functional and suitable for use; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Project C12611 — City Hall Upgrades is hereby established.
SECTION 2.
The sum of $50,000 is hereby transferred from C12507 — City Hall Security Upgrades to
C12611 — City Hall Upgrades.
SECTION 3.
Project C12507 — City Hall Security Upgrades is hereby closed, and any remaining funds
shall be returned to the Capital Improvement Fund balance after final obligations have been
settled.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts consistent with
this Resolution to implement the transfers and project establishment described herein.

SECTION 5.
This Resolution shall become effective immediately upon final passage.
