SUBJECT: A RESOLUTION ESTABLISHING A NEW PROJECT ACCOUNT HU2603,
WEST SIDE CONNECTOR, TRANSFERRING FUNDS IN THE AMOUNT
OF $37,621.43 FROM HUAN01 - STREET RESURFACING TO HU2603 -
WEST SIDE CONNECTOR, APPROVING AMENDMENT NO. 2 TO THE
AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN THE CITY
OF PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND
PINYON ENVIRONMENTAL, INC., A COLORADO CORPORATION, AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME
SUMMARY:
This Resolution establishes Project Account HU2603, West Side Connector, transfers
funds in the amount of $37,621.43 from HUAN01 - Street Resurfacing to HU2603 - West
Side Connector and approves Contract Amendment No. 2 to the Agreement for
Professional Services awarded to Pinyon Environmental, Inc., for Project No. 24-136,
Provide National Environmental Protection Act (NEPA) for West Side Improvements.
PREVIOUS COUNCIL ACTION:
Ordinance 10787, dated September 9, 2024, established Project Account DT2401 -West
Side Connector (FHWA) Project, approved an IGA between the City and the USDOT
(FHWA), budgeted and appropriated funds totaling $16,834,725.00 for the Project.
Resolution 15880, dated January 27, 2025, awarded an agreement for professional
services in the amount of $289,234.00 to Pinyon Environmental, Inc., for Project No. 24-
136 Provide NEPA for West Side Improvements.
BACKGROUND:

The City was awarded a RAISE Grant which funds several project components that will
improve transportation connectivity between the west side of the City and downtown. In
the first component, Sun Mountain Boulevard (formerly Spaulding Ave) will be extended
from 24th Street to 31st Street. The second component will rehabilitate seventy (70) west
side bus stops to comply with ADA standards. The third component consists of planning
and design for a 24th Street bridge and traffic corridor to connect the west side area to
downtown. A total of four contracts will be awarded for planning, design, and construction
work associated with the proposed improvements.
Pinyon Environmental, Inc., was contracted to provide comprehensive National
Environmental Policy Act (NEPA) environmental planning services for the West Side
Improvements project, which includes the design and construction of Sun Mountain
Boulevard, and the rehabilitation of approximately 70 bus stops to comply with ADA
standards on the west side of Pueblo.
The first amendment, totaling $16,890.00, expanded the scope of services to include
updates and provide additional environmental services for the revised bus stop
locations.
The second amendment, totaling $86,005.00, expands the scope of services for
additional technical environmental analysis necessary for Sun Mountain Boulevard
Environmental Assessment (EA). Although the total amount of the amendment is
$86,005, previously appropriated funds in project account DT2401 in the amount of
$48,383.57 is already budgeted and appropriated to cover the difference between the
amendment amount and the amount of HUTF funds requested for transfer.
FINANCIAL IMPLICATIONS:
Funding in the amount of $37,621.43 is transferred from HUAN01 - Street Resurfacing
to HU2603 - West Side Connector.
Funding in the amount of $86,005.00 will be paid from Project Accounts HU2603 and
DT2401, West Side Connector Project.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:

ALTERNATIVES:
Denial of this Resolution will result in the cancellation of additional services.

A RESOLUTION ESTABLISHING A NEW PROJECT ACCOUNT
HU2603, WEST SIDE CONNECTOR, TRANSFERRING FUNDS
IN THE AMOUNT OF $37,621.43 FROM HUAN01 - STREET

APPROVING AMENDMENT NO. 2 TO THE AGREEMENT FOR

A COLORADO MUNICIPAL CORPORATION, AND PINYON
ENVIRONMENTAL, INC., A COLORADO CORPORATION, AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME
WHEREAS, an Agreement for Professional Services was awarded to Pinyon
Environmental, Inc., on January 30, 2025, and,
WHEREAS, Amendment No. 1 to the Agreement for Professional Services was approved
on September 18, 2025, and;
WHEREAS, the City of Pueblo and Pinyon Environmental, Inc., desire to amend the
Agreement to modify the original scope of service and to provide for additional services; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Account Project HU2603, West Side Connector is hereby established.
SECTION 2.
Funds in the amount of $37,621.43 are hereby transferred from Account Project HUAN01
- Street Resurfacing to Account Project HU2603 - West Side Connector.
SECTION 3.
Amendment No. 2 to the Agreement for Professional Services for Project No. 24-136
Provide National Environmental Protection Act (NEPA) for West Side Improvements, by and
between the City of Pueblo, a Colorado Municipal Corporation, and Pinyon Environmental, Inc.,
a Colorado Corporation, a copy of which is attached hereto, having been approved as to form by
the City Attorney, is hereby approved, and City Council authorizes the amended and additional
work contemplated by the Amendment to be performed.
SECTION 4.
Additional funds in the amount of $86,005.00 required by such amendment shall be paid
from Project Accounts HU2603 and DT2401 — West Side Connector and Project.
SECTION 5.

The Purchasing Agent is hereby authorized to execute said Amendment on behalf of the
City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest same.
SECTION 6.
The officers of the City of Pueblo are authorized to perform any and all acts consistent
with this Resolution and the Amendment to implement the policies and procedures described
herein.
SECTION 7.
This Resolution shall become effective immediately upon passage and approval.
