SUBJECT: A RESOLUTION ESTABLISHING PROJECT ACCOUNT AP2603-PUB
TAXIWAY A SEALCOAT (PHASE 1), CLOSING PROJECT ACCOUNT
AP2101-TAXIWAY E RECONSTRUCTION, AND TRANSFERRING
REMAINING FUNDS IN THE AMOUNT OF $164,616.07 TO PROJECT
ACCOUNT AP2603-PUB TAXIWAY A SEALCOAT (PHASE 1)
SUMMARY:
This resolution establishes Project Account AP2603-PUB Taxiway A Sealcoat (Phase
1), closes completed Project Account AP21 01 -Taxiway E Reconstruction, and transfers
remaining funds into AP2603.
PREVIOUS COUNCIL ACTION:
Ordinance 9869, passed and approved January 2021, transferred unused Passenger
Facility Charges (PFC) from Project Account AP1 902 -Wildlife Perimeter Fence.
BACKGROUND:
The center section of Taxiway A at the Pueblo Memorial Airport is due for a full sealcoat.
This project is scheduled for 2026 on the Airport Capital Improvement Plan with the FAA
and CDOT.
PFC funds were previously budgeted and appropriated for two previous projects for grant
matching and associated upfront costs. FAA grants were awarded for 100%
reimbursement for project costs; therefore, PFC funds were not needed. These funds
will be transferred to this new project for grant matching and upfront engineering cost.
Project Taxiway E Reconstruction has been completed. It is anticipated that the FAA will
award the City of Pueblo a grant for 95% reimbursement and CDOT will award a grant
for 2.5% reimbursement.

FINANCIAL IMPLICATIONS:
Funds in the amount of $164,616.07 will be transferred to Project Account AP2603-PUB
Taxiway A Sealcoat. It is anticipated that 97.5% of the total project costs will be
reimbursed back to the City.

ALTERNATIVES:
Denying the Resolution will prevent the sealcoat of Taxiway A.
RECOMMENDATION:

TRANSFERRING REMAINING FUNDS IN THE AMOUNT OF

SEALCOAT (PHASE 1)
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Project Account AP2603-PUB Taxiway A Sealcoat (Phase 1) is hereby established.
SECTION 2.
Project Account AP2101-Taxiway E Reconstruction is hereby closed, and funds in the
amount of $164,616.07 shall be transferred to Project Account AP2603-PUB Taxiway A Sealcoat
(Phase 1).
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent with
this Resolution to implement the policies and procedures described herein.
SECTION 4
This Resolution shall become effective immediately upon passage and approval.
