SUBJECT: A RESOLUTION CONFIRMING THE APPOINTMENT OF BELLA
TRUJILLO TO THE POSITION OF DIRECTOR OF HUMAN
RESOURCES
SUMMARY:
The Mayor has appointed Bella Trujillo to the position of Director of HR and requests
confirmation of said appointment by the City Council. Such appointment is based on Ms.
Trujillo's education, training, experience, and fitness for the position.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
administration, a Bachelor of
Science Degree in Business Administration with an HR Management Certification, and
is a Senior Certified Professional in Public Sector HR. She has been instrumental in the
ts and compensation management.
Ms. Trujillo has worked for the City of Pueblo for 30 years and brings 14 years of
municipal government HR experience acquired with the City of Pueblo. Ms. Trujillo has
worked for the City full time since 1996 and has served as a Clerk Typist III, Court
Technician, Administrative Technician, HR Analyst, and most recently the Assistant
Director of Human Resources. As outlined in her application and resume, through the
multiple positions she has held within Pueblo City government, she has garnered
knowledge and leadership skills which will provide a strong and dependable leader for
the HR Department.
Following a formal panel interview process, I believe that Ms. Trujillo has the experience
and professionalism to lead this department and provide quality direction to our staff and
elected officials.
FINANCIAL IMPLICATIONS:
The salary and benefits of the Director of HR have been budgeted and appropriated
within the 2026 budget.

ALTERNATIVES:
Failure to confirm the appointment of the Director of HR will result in that position
remaining vacant.
RECOMMENDATION:
Approval of the Resolution.

RESOLUTION NO. 16261
A RESOLUTION CONFIRMING THE APPOINTMENT OF BELLA
TRUJILLO TO THE POSITION OF DIRECTOR OF HUMAN
RESOURCES
WHEREAS, Mayor Heather Graham has requested confirmation of the City Council of the
appointment of Bella Trujillo to the position of Director of Human Resources; and
WHEREAS, Bella Trujillo meets and exceeds the qualifications for the appointment of
Director of Human Resources based upon her education, training and experience; NOW,
THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The appointment by the Mayor of Bella Trujillo as Director of Human Resources shall be
and is hereby confirmed by the City Council.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with this Resolution and the attached agreements which are necessary or appropriate
to implement the appointment described herein.
SECTION 3.
This Resolution shall become effective immediately upon passage and approval.
