A RESOLUTION RATIFYING THE JOINT PUEBLO-BOONE
APPOINTMENT OF MEMBERS AND CONFIRMING THE
MAYOR'S APPOINTMENT OF MEMBERS TO SERVE ON THE
SOUTHERN COLORADO BUILDING COMMISSION (SCBC)
WHEREAS, the Town of Boone and Mayor Heather Graham have requested ratification by
the City Council of their joint appointment of members to the Southern Colorado Building
Commission; and
WHEREAS, Mayor Heather Graham has requested confirmation by the City Council of
her appointment of members to the Southern Colorado Building Commission; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The following individual is hereby jointly appointed to the Southern Colorado Building
Commission (SCBC) to complete a three-year term expiring March 1, 2027:
William Deno (Joint Appointment)
SECTION 2.
The following individual is hereby jointly appointed to the Southern Colorado Building
Commission (SCBC) to complete a three-year term expiring March 1, 2028:
John Breckenridge (Joint Appointment)
SECTION 3.
The following individual is hereby jointly appointed to the Southern Colorado Building
Commission (SCBC) to serve a three-year term expiring March 1, 2029:
Carl Messenger (Joint Appointment)
SECTION 4.
The following individual is hereby appointed to the Southern Colorado Building
Commission (SCBC) to complete a three-year term expiring March 1, 2027:
Bryan 'Kent' Shelman (City Appointment)
SECTION 5.
The following individuals are hereby appointed to the Southern Colorado Building
Commission (SCBC) to complete a three-year term expiring March 1, 2028:

The officers and staff of the City are authorized to perform any and allacts consistent with this
Resolution to implement the appointment described herein.

APPOINTMENT OF MEMBERS AND CONFIRMING THE MAYOR'S
APPOINTMENT OF MEMBERS TO SERVE ON THE SOUTHERN
COLORADO BUILDING COMMISSION (SCBC)
SUMMARY:
This resolution ratifies thejoint Pueblo-Booneappointment of members and confirms the
Mayor's appointment of members to serve on the Southern Colorado Building
Commission (SCBC).
PREVIOUS COUNCIL ACTION:
Council passed Ordinance No. 11081on November 24, 2025 approving the IGA for the
operation of the Southern Colorado Building Department and setting the composition of
the Southern Colorado Building Commission.
BACKGROUND:
On November 24, 2025, the City Council approved the IGA for the operation of the
Southern Colorado Building Department and setting the composition of the Southern
Colorado Building Commission. Since then, the City of Pueblo and City of Boone have
been collecting applications for members to sit on the Southern Colorado Building
Commission. This resolution will appoint the members of the Commission. Initially,
members shall be appointed for staggered terms of service.
The SouthernColorado BuildingCommission supervises administration and policies for
the Southern Colorado Building Department for the City of Pueblo and Town of Boone.
FINANCIAL IMPLICATIONS:
This is a volunteer commissionandmembers serve without compensation.
