SUBJECT: AN ORDINANCE APPROVING AND ADOPTING A SUBSTANTIAL
AMENDMENT TO THE CITY OF PUEBLO'S FIVE-YEAR 2025-2029
CONSOLIDATED PLAN AND THE 2025 ANNUAL ACTION PLAN FOR
THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND THE
HOME INVESTMENT PARTNERSHIP ACT GRANT (HOME),
AUTHORIZING THE MAYOR OF THE CITY OF PUEBLO TO SUBMIT
THE SUBSTANTIAL AMENDMENT WITH ALL REQUIRED AND
NECESSARY CERTIFICATIONS ASSURANCES, AND
DOCUMENTATION TO THE U.S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT, AND APPROPRIATING AND BUDGETING
CDBG AND HOME FUNDS THEREFORE
SUMMARY:
This Ordinance approves the updates to the 2025-2029 Consolidated Plan and the 2025
Annual Action Plan as presented.
PREVIOUS COUNCIL ACTION:
The City Council approved the 2025-2029 Consolidated Plan and the 2025 Annual Action
Plan on June 23, 2025.
BACKGROUND:
As an entitlement city, the City of Pueblo is required by the U.S. Department of Housing
and Urban Development (HUD) to complete an Annual Action Plan for each year of the
Consolidated Plan. The Consolidated Plan for 2025-2029 outlines goals the City will take
in the administration of the Community Development Block Grant (CDBG) and HOME
Investment Partnerships Program (HOME) funding. The Annual Action Plan, along with
CDBG and HOME funding.
If there are substantial changes to the previously approved version, a substantial
amendment must be completed which includes public hearings, Citizen Advisory Board
Consultation, and City Council adoption.
These changes are outlined in detail in the attached documents, and summarized below:
The changes to the 2025-2029 Consolidated Plan include:

Loan in the amount of up to $7,162,345.00 to demolish up to 60 residential
buildings and up to three commercial buildings. Prior to applying to HUD for this
loan opportunity, it must first be added as a priority in the 2025-2029 Consolidated
Plan and the 2025 Annual Action Plan.
The changes to the 2025 Annual Action Plan include:

3. Allocating funding for Community Housing Development Organizations (CHDO)
Operating Expenses.
4. Moving funding between accounts as noted in the attached documents.
FINANCIAL IMPLICATIONS:
Funding that is already budgeted and appropriated from the 2025 Annual Action Plan will
be amended as detailed in the attachments.
BOARD/COMMISSION RECOMMENDATION:
The Citizens Advisory Committee (CAC) was asked for input on the changes. The City
has received input from Committee members that concur with these changes.
STAKEHOLDER PROCESS:
A public meeting was held on December 22, 2025 to gather citizen input.
The City provided public notice regarding the availability of the Draft 2025-2029
Consolidated Plan Substantial Amendment and the Draft 2025 Annual Action Plan, which
was published on December 10, 2025, and will remain open for public review until
January 12, 2026, at 5:00 p.m., allowing for a thirty-day public comment period. A second
public meeting is scheduled to take place during the final reading of this ordinance on
January 12, 2026.
Copies of the plan are publicly available at the Department of Housing and Citizen
ALTERNATIVES:
Council can choose not to pass the Substantial Amendment(s) and the previously
approved version will remain in place.
RECOMMENDATION:
Approval of the Ordinance.

AN ORDINANCE APPROVING AND ADOPTING A SUBSTANTIAL
AMENDMENT TO THE CITY OF PUEBLO'S FIVE-YEAR 2025-
2029 CONSOLIDATED PLAN AND THE 2025 ANNUAL ACTION
PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) AND THE HOME INVESTMENT PARTNERSHIP ACT
GRANT (HOME), AUTHORIZING THE MAYOR OF THE CITY OF
PUEBLO TO SUBMIT THE SUBSTANTIAL AMENDMENT WITH
ALL REQUIRED AND NECESSARY CERTIFICATIONS
ASSURANCES, AND DOCUMENTATION TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT,
AND APPROPRIATING AND BUDGETING CDBG AND HOME
FUNDS THEREFORE
WHEREAS, the City of Pueblo is designated as an entitlement city under the Housing and
Community Development Act of 1974, and will receive Community Development Block Grant
(CDBG) and HOME Investment Partnership Act Grants (HOME) for fiscal year 2025; and
WHEREAS, entitlement cities are required to complete a Five-Year Consolidated Plan for
consideration of funding approval; and
required plan, outlining the needs and priorities of the City, and the strategies to be undertaken
to help address the expressed needs; and
WHEREAS, any substantial changes to the Five-Year Consolidated Plan or to the Annual
Action Plan are required to be adopted by City Council,
WHEREAS, the City of Pueblo conducted a citizen participation process that included a
public hearing within the City of Pueblo in addition to a second public hearing before City Council
to obtain the views of citizens, non-profit, neighborhood groups, and the Citizen Advisory
WHEREAS, a copy of the 2025-2029 Five-Year Consolidated Plan Substantial
Amendment, which contains the 2025 Annual Action Plan Substantial Amendment, was made
available to the general public for a 30-day public comment period. All public comments have
been incorporated into the Plan; Now, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council hereby finds and determines that the Substantial Amendments to the
-2029 Consolidated Plan and 2025 Annual Action Plan, as required by HUD,
is hereby approved, adopted, and incorporated herein.
SECTION 2.
The Mayor is hereby authorized to submit, in the name of the City of Pueblo, the
Substantial Amendments and necessary certifications, assurances, and documentation to the
U.S. Department of Housing and Urban Development.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent with
this Ordinance to implement the policies and procedures described herein.
SECTION 4.
If any section, paragraph, clause, or provision of this Ordinance shall for any reason be
held to be invalid or unenforceable, the invalidity or unenforceability of such section, paragraph,
clause, or provision shall not affect any of the remaining provisions of this Ordinance.
SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
