HomeMy WebLinkAbout11102 City Clerk's Office Item # S7 Background Paper for Proposed Ordinance COUNCIL MEETING DATE: January 12, 2026 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Greg Pedroza, Director Aviation SUBJECT: AN ORDINANCE TRANSFERRING $1,721,401.66 FROM PROJECT CI2426 CITY COUNCIL AND DEPARTMENT RELOCATION PROJECT TO PROJECT CI2524 MEMORIAL AIRPORT RENOVATIONS PROJECT FOR THE RENOVATION, UPGRADE, AND EXPANSION OF THE PUEBLO MEMORIAL AIRPORT TERMINAL SUMMARY: This Ordinance transfers $1,721,401.66 from Project CI2426 City Council and Department Relocation Project to Project CI2524 Memorial Airport Renovations Project for the renovation, upgrade, and expansion of the Pueblo Memorial Airport Terminal. PREVIOUS COUNCIL ACTION: City Council previously approved Ordinance 10158 transferring $362,288.40 to Project AP2203 and awarding a design contract to CSHQA, Inc. for the development of shovel ready construction plans. BACKGROUND: The funds in Project CI2426 City Council and Department Relocation Project were previously allocated for the purchase of the Wells Fargo Building. The City did not purchase the Wells Fargo Building as anticipated. A portion of the funds were previously transferred from this account for the purchase of the property at 650 Dittmer Ave. This ordinance transfers all but $197,582.00 of the remaining funds in Project CI2426 to Project CI2524 to partially fund the renovation of the Pueblo Memorial Airport. The Pueblo Memorial Airport is a great asset to Pueblo but needs renovations to attract more air traffic to the airport for tourism and business. The renovations include an expansion and remodel of the terminal building passenger hold area, the addition of two single-user restrooms, a new fire suppression system throughout the airport, upgrading the existing bathroom to make ADA compliant, and modernization of the adjacent interior and exterior spaces. The total cost of the project including all alternates is $6,010,041.35 as follows: Base Additional Other Contract Alternatives Necessary Improvements Site $383,745 Improvements Terminal $2,542,814 Expansion &Remodel Permit & Plan $9,200 Check Fees Construction $155,858 Administration Subtotal $3,091,617 Upgrade $264,308 Restrooms ADA Compliant Modernize $654,479 Front Façade Modernize $233,896 Finishes Subtotal $4,244,300 Badging System $136,989 Upgrade Mud Jacking $22,210 Subtotal $4,403,499 Construction $800,000 Management and Oversight Subtotal $5,203,499 5% Inflation $260,174.95 per bid Subtotal $5,463,673.95 10% $546,367.40 Contingency Total $6,010,041.35 FINANCIAL IMPLICATIONS: If approved, funds in the amount of $1,721,401.66 will be transferred from the City Council and Department Relocation Project CI2426 to the Memorial Airport Renovations Project CI2524. Additional funds in the amount of $4,288,640.00 will need to be transferred from the 1992-2026 Sales and Use Tax Capital Improvement Projects Fund to Project ED2504 Memorial Airport Renovations Project to fully fund the renovations. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: City Council could deny the Ordinance, in which case the renovations to the Pueblo Memorial Airport will not be completed. RECOMMENDATION: Approve the Ordinance. ATTACHMENTS: 1. 2. Funds in the amount of $1,721,401.66 are hereby transferred from Project CI2426 into Project AP2203 Airport Terminal Remodel Design and Construction Project. SECTION 2. The officers of the City are authorized to perform any and all acts consistent with this Ordinance to implement the policies and procedures described herein. SECTION 3. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Action by City Council: Introduced and initial adoption of Ordinance by City Council on December 22, 2025.
