SUBJECT: AN ORDINANCE AMENDING ZONING RESTRICTIONS TO REZONE
300 W. ABRIENDO AVE. FROM R-5, MULTIPLE RESIDENTIAL AND
OFFICE ZONE DISTRICT TO B-2, SUBREGIONAL BUSINESS ZONE
DISTRICT
SUMMARY:
The applicant is requesting to rezone approximately 0.65-acres located at 300 W
Abriendo Ave from R-5, Multiple Residential and Office Zone District to B-2, Sub-
Regional Business Zone District
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The subject property, 300 W Abriendo Ave, is the site of the Abriendo Inn, a 1900s home
operating as a bed & breakfast inn with 7 rooms and a Wedding Facility, both of which
are allowed as a use-by-right in the current R-5 Zone District. The applicant is requesting
to expand the use of the property to include outdoor ticketed events live music
performances, which is not a permissible use in the R-5 Zone District; thus, the applicant
is requesting to rezone the property. Based on how the applicant is operating the property
and the kinds of events they wish to continue to host, staff found that the B-2 Zone
District, which allows for a Bed & Breakfast Inn, a Banquet Hall and an Auditorium as
Special Use Permits (SUPs), is the most appropriate zone district to encompass the
entirety of the scope of all events hosted at the Abriendo Inn that they are requesting to
permit. All three SUP requests were approved by the Zoning Board of Appeals on
November 25, 2025, contingent upon the approval of this rezoning request.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their November 12, 2025, Regular Meeting,
voted 7-0 to recommend approval of the rezoning.
The Zoning Board of Appeals, at their November 25, 2025, Regular Meeting, voted 4-0
to approve the Special Use Permits for the Bed & Breakfast Inn, Auditorium, and Banquet
Hall contingent on this rezoning and voted 4-0 to approve a parking variance for the
Auditorium and Banquet Hall contingent on this rezoning.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission Public
Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance the property will not be zoned in
accordance with the Pueblo Municipal Code and the Special Use Permits and parking
Variance would not be issued.
Upon request of City Council, the Ordinance could be returned to the Planning and
Zoning Commission for consideration of proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.

BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The zoning restrictions covering the following described property, and in addition half of
all adjacent dedicated roadway and alley rights-of-way, together generally identified in the
attached Rezone Exhibit, is hereby changed from R-5, Multiple Residential and Office Zone
District to B-2, Sub-Regional Business Zone District:
LOTS 11 TO 16 BLK 96 SOUTH PUEBLO
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of the Ordinance to implement the policies and procedures described herein.
SECTION 3.
This Ordinance shall become effective immediately upon final action by the Mayor
and City Council.

Final adoption of Ordinance by City Council on January 12, 2026.
