SUBJECT: A RESOLUTION CONSENTING TO PARTICIPATION OF THE
SOUTHERN COLORADO BUILDING DEPARTMENT IN THE
COLORADO INTERGOVERNMENTAL RISK SHARING AGENCY
(CIRSA)
SUMMARY:
consent for the Southern Colorado
Building Department to participate in the Colorado Intergovernmental Risk Sharing
PREVIOUS COUNCIL ACTION:
On November 26, 2025, by Ordinance 11081, City Council approved the
Intergovernmental Agreement for the Operation of the Southern Colorado Building
Department.
BACKGROUND:
On November 26, 2026, City Council approved the Intergovernmental Agreement for the
City of Pueblo and the Town of Boone. SCBD replaced the Pueblo Regional Building
Department effective January 1, 2026.
CIRSA is a public entity self-insurance pool in which the City of Pueblo participates. An
affiliated public entity operating through an intergovernmental agreement with a member
municipality may also participate in CIRSA with the sponsorship of the member
entity. SCBD was formed through an intergovernmental agreement and is a public entity,
as that term is defined in Colorado Revised Statutes Section 24-10-103, affiliated with
participation of SCBD in CIRSA.

None.

ALTERNATIVES:
The City may refuse to adopt this resolution.

RESOLUTION NO. 16225
A RESOLUTION CONSENTING TO PARTICIPATION OF THE
SOUTHERN COLORADO BUILDING DEPARTMENT IN THE
COLORADO INTERGOVERNMENTAL RISK SHARING AGENCY
(CIRSA)
WHEREAS, the City of Pueblo is a member of the Colorado Intergovernmental Risk
-insurance pool providing property and casualty
term is defined in C.R.S. §24-10-103; and
WHEREAS, SCBD was formed pursuant to C.R.S. §29-1-203 through an
intergovernmental agreement between the City of Pueblo and Town of Boone to perform one or
more functions, services, or facilities lawfully authorized to the City of Pueblo and the Town of
Boone; and
WHEREAS, SCBD has made application for membership in CIRSA; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
City Council hereby consents to the participation of SCBD in CIRSA.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of this Resolution, including but not limited to forwarding a copy of this Resolution to
SCBD and CIRSA.
SECTION 3.
This Resolution shall become effective immediately upon final passage.
