HomeMy WebLinkAbout16224 City Clerk's Office Item # M13 Background Paper for Proposed Resolution COUNCIL MEETING DATE: January 12, 2026 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Carla Sikes, City Attorney SUBJECT: A RESOLUTION REQUESTING THE PUEBLO URBAN RENEWAL AUTHORITY ADDRESS BLIGHTED PROPERTIES ALONG WEST NORTHERN AVENUE WITHIN THE COLORADO SMELTER URBAN RENEWAL PLAN AREA CONSISTENT WITH THE APPROVED URBAN RENEWAL PLAN, THE COMPREHENSIVE PLAN, THE CITY STRATEGIC PLAN, AND THE COLORADO SMELTER REVITALIZATION PLAN SUMMARY: address blighted properties along West Northern Avenue within the Colorado Smelter Urban Renewal Plan Area. PREVIOUS COUNCIL ACTION: On September 9, 2024, by Ordinance No. 10790, City Council approved the Colorado Smelter Urban Renewal Plan. BACKGROUND: West Northern Avenue is within the Colorado Smelter Urban Renewal Plan Area which was approved by City Council on September 9, 2024. Several properties along the West Northern corridor have been vandalized, destroyed by fire and the structures are deteriorating. These properties create an attractive nuisance for vagrants and criminal behavior, which creates an unsanitary and unsafe condition to the public. These properties also contribute to the blight in this urban renewal area. The City is working to purchase the property at 316-322 West Northern Avenue for rehabilitation and thus, working to reduce blight and encourage renewal in this area. The City is requesting PURA take steps to acquire property or otherwise address blight along the West Northern Avenue corridor to likewise enhance the area and be consistent with FINANCIAL IMPLICATIONS: None. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: The City may refuse to adopt this resolution. RECOMMENDATION: Approval of the Resolution. ATTACHMENTS: None RESOLUTION NO. 16224 A RESOLUTION REQUESTING THE PUEBLO URBAN RENEWAL AUTHORITY ADDRESS BLIGHTED PROPERTIES ALONG WEST NORTHERN AVENUE WITHIN THE COLORADO SMELTER URBAN RENEWAL PLAN AREA CONSISTENT WITH THE APPROVED URBAN RENEWAL PLAN, THE COMPREHENSIVE PLAN, THE CITY STRATEGIC PLAN, AND THE COLORADO SMELTER REVITALIZATION PLAN Renewal Plan Area; and WHEREAS, certain properties within the West Northern Avenue have been vandalized, severely damaged by fire, and are deteriorating; and WHEREAS, these properties are an attractive nuisance for vagrants and criminal behavior, which creates unsanitary and unsafe conditions for the public; and WHEREAS, the properties contribute to the blight in this urban renewal area; and WHEREAS, the City is working to purchase property within the Colorado Smelter Urban Renewal Plan Area located at 316-322 West Northern Avenue for rehabilitation and to reduce blight in the area; and; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. City Council hereby requests and directs the Pueblo Urban Renewal Authority to take all lawful actions necessary to expeditiously acquire properties or otherwise eliminate blighted structures located along West Northern Avenue, Pueblo, Colorado. City Council finds that such revitalization of the Colorado Smelter Urban Renewal Plan Area. City Council further finds such action is consistent with the Colorado Smelter Urban Renewal Plan as approved by City Council on September 9, 2024, the Pueblo Regional Comprehensive Plan (September 2022), as well as SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Resolution. SECTION 3. This Resolution shall become effective immediately upon final passage.
