SUBJECT: AN ORDINANCE DESIGNATING 330 SOUTH CITY PARK AVENUE,
CITY PARK BATHHOUSE, AS A LOCAL HISTORIC LANDMARK
SUMMARY:
City Council is requesting to designate 330 South City Park Avenue, the City Park Bath
House, as a local landmark.
PREVIOUS COUNCIL ACTION:
By way of Resolution 16102, approved on August 25, 2025, City Council initiated an
application to the Historic Preservation Commission to designate 330 South City Park
Avenue, the City Park Bath house, a local historic landmark. Staff submitted an
application for landmark designation to the Historic Preservation Commission on
September 11, 2025.
BACKGROUND:
As directed by Resolution 16102, the City of Pueblo Planning and Community
Development Department submitted an application to designate 330 South City Park
Avenue, City Park Bath House, as a local Landmark. The bath house was constructed
as part of the Works Progress Administration, which was a depression-era initiative to
provide work to unemployed people while creating lasting public amenities. The City is
seeking designation to protect the building from demolition and to begin restoration
activities. The structure qualifies for landmark designation under the following landmark
criterion: 1A, significant events/people, for having direct association with the Works
Progress Administration;1C, as it exemplifies the cultural heritage of the community for
its association with the early recreational activities centered around the wading pool, ball
field, tennis court and shuffleboard courts; 2A, architecture, as a good example of a WPA
Rustic / Parkitecture Architectural Style; and 3A, is a part of or related to a square, park
or other distinctive area, which should be developed or preserved according to a plan
based on a historic, cultural or architectural motif. The original bathhouse was
constructed as an ancillary amenity for the adjacent wading pool, tennis court, and ball
field that have since been redeveloped into the current tennis complex. The bathhouse
now provides restroom and locker rooms for the adjacent tennis complex. The 2022
Pueblo Regional Comprehensive Plan Future Land Use Designation for this property is
Parks and Open Space. The landmarking is compatible with the Pueblo Regional
Comprehensive Plan goals in that it will provide enhanced amenities for the adjacent
tennis complex and other recreational uses within City Park. A detailed review of the
Comprehensive Plan compliance is discussed in the staff report presented to the
Planning and Zoning Commission on November 12, 2025.
FINANCIAL IMPLICATIONS:
The non-profit group, Fiends of City Park, is proposing to raise funds to repair and
renovate the property after landmark designation with the assistance of a State Historical
Fund grants or other funds from foundations and fundraising.
BOARD/COMMISSION RECOMMENDATION:
The Historic Preservation Commission, at their October 15, 2025, Regular Meeting,
voted 7-0 to recommend approval.
The Planning and Zoning Commission, at their November 12, 2025, Regular Meeting,
voted 7-0 to recommend approval.
STAKEHOLDER PROCESS:
The application was reviewed at a public hearing held by the Pueblo Historic
Preservation Commission held on October 15, 2025, and the application was also
reviewed by the City of Pueblo Planning and Zoning Commission at their November 12,
2025 meeting.
ALTERNATIVES:
If City Council does not approve this Ordinance, 330 South City Park Avenue, will not be
designated as a Local Historic Landmark.
Upon request of City Council, the Ordinance could be returned to the Historic
Preservation Commission and the Planning and Zoning Commission for consideration of
proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.

ORDINANCE NO. 11093
AN ORDINANCE DESIGNATING 330 SOUTH CITY PARK
AVENUE, CITY PARK BATHHOUSE, AS A LOCAL HISTORIC
LANDMARK
WHEREAS,
that the City shall identify, designate and preserve those buildings, objects, monuments,
l and
cultural heritage; and,
WHEREAS, the
Preservation Commission has reviewed the application for designation of 330 South City Park
Avenue, the City Park Bath House, as a Local Historic Landmark and has recommended to the
Planning and Zoning Commission the designation of this resource; and,
WHEREAS, the City Planning and Zoning Commission has reviewed the Historic
recommendation in favor of the landmark designation to Council; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council finds and determines that 330 South City Park Avenue, Pueblo, Colorado,
the City Park Bath House, is associated with history and architecture. It qualifies under landmark
Criteria 1A, significant events/people; 1C, exemplifies the cultural heritage of the community; 2A,
portrays the environment in an era of history characterized by a distinctive architectural style; and
3A, is a part of or related to a square, park or other distinctive area, which should be developed
or preserved according to a plan based on a historic, cultural or architectural motif and complies
with the criteria as defined in the Pueblo Historic Preservation Code Section 4-14-8.
SECTION 2.
The City Council hereby designates 330 South City Park Avenue, the City Park Bath
House, as a local Pueblo Historic Landmark, subject to the benefits, obligations and restrictions
resulting from such designation as described in Chapter 14, Title IV of the Pueblo Municipal Code.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of the Ordinance to implement the policies and procedures described herein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
