HomeMy WebLinkAbout11091 City Clerk's Office Item # S1 Background Paper for Proposed Ordinance COUNCIL MEETING DATE: December 22, 2025 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Eva Cosyleon, MPO Manager SUBJECT: AN ORDINANCE ESTABLISHING THE FISCAL YEAR (FY) 2026-2027 PUEBLO URBAN TRANSPORTATION PLANNING PROJECT AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $759,163.14 IN 2026 FOR SAID PROJECT SUMMARY: The proposed Ordinance would establish Fiscal Year (FY) 2026-2027 Urban Transportation Planning Project, and budget and appropriate $759,163.14 in FY2026 for the Project comprised of $373,575.00 in FY2026 Federal Highway Administration Consolidated Planning Grant (CPG) funds and estimated carryover funds from FY2025 FHWA CPG Funds in the amount of $385,588.14. Estimated revenues were identified for expenditure in the 2026 Pueblo Area Council of Governments (PACOG) Metropolitan Planning Organization (MPO) budget approved by the PACOG Board on August 28,2025, Resolution No. 25-019. PREVIOUS COUNCIL ACTION: The establishment of the Project and budgeting of funds has been approved by the City Council on an annual basis once the purchase order is issued by the State of Colorado to PACOG. BACKGROUND: The PACOG board will approve the Consolidated Planning Grant contract for FY2026- FY2027 with the Colorado Department of Transportation (CDOT) at their December 11, 2025 meeting. The contract provides funds in the amount of $373,575. Carryover funds from the FY2025 CPG contract in the amount of $385,588.14 will also be available for eligible reimbursable expenses. The City and PACOG annually enter into a Delegation Agreement that authorizes the City to complete the transportation planning tasks on behalf of PACOG and be reimbursed for eligible expenses to complete the tasks identified in the FY 2026-2027 Unified Planning Work Program (UPWP) adopted by PACOG Resolution 25-019 on August 28,2025. This Ordinance establishes the FY 2026- 2027 Urban Transportation Planning Project, and budgets and appropriates funds in the amount of $759.163.14 allocated for the City to complete urban transportation planning services in compliance with federal and state requirements for the use of CPG grant funds. FINANCIAL IMPLICATIONS: Funds up to the amount of $759,163.14 will be reimbursed to the City by CDOT which includes $373,575.00 from the FY2026 FHWA CPG Funds and remaining federal and city contribution carryover funds from previous years totaling an estimated $385,588.14. It is estimated that approximately $2,168 in staff time from the Finance and Legal departments will be spent on the Project. BOARD/COMMISSION RECOMMENDATION: The FY 2026 -FY 2027 funds are included in the FY2026 -FY 2027 PACOG MPO Unified Planning Work Program budget, and the Urban Planning Work Program that have been previously approved by the PACOG Board on August 28,2025. STAKEHOLDER PROCESS: The Consolidated Planning Grant funds, approved by CDOT and the Federal Highway Administration, are identified in the Urban Planning Work Program (UPWP) by task with associated budget amounts. The UPWP is reviewed at public meetings by the PACOG Transportation Advisory Commission and approved by the PACOG Board. ALTERNATIVES: None. RECOMMENDATION: Approval of the Ordinance. The FY 2026-2027 Pueblo Urban Transportation Planning Project is hereby established. SECTION 2. Funds in the amount of $759,163.14 comprised of $373,575 in FY2025 Federal Highway Administrations (FHWA) Consolidated Planning Grant (CPG) Funds and estimated carryover funds from FY2025 FHWA CPG in the amount of $385,588.14 are hereby budgeted and appropriated into the FY2025-26 Urban Transportation Planning Project. SECTION 3. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the policies and procedures described herein. SECTION 4. This Ordinance shall become effective on the date of final action by the Mayor and City Council.
