HomeMy WebLinkAbout16211 City Clerk's Office Item # Q1 Background Paper for Proposed Resolution COUNCIL MEETING DATE: December 22, 2025 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Andra Ahrens, Director Wastewater SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $557,222.00 TO MILLER PIPELINE LLC AND SETTING FORTH $111,444.00 FOR CONTINGENCIES, FOR PROJECT NO. 25- 107 (WWAN05) 2025 MANHOLE REHABILITATION PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: During routine maintenance on the sanitary mains by the collection crew, an evaluation of the manholes is also performed to determine the severity of deterioration. The manholes are ranked using the National Association of Sewer Service Companies (NASSCO) evaluation criteria the higher the ranking, the worse the deterioration. Manholes for the 25-107 (WWAN05) FY2025 Manhole Rehabilitation Project had to meet the requirement of being the highest ranking on the manhole evaluation list. To protect the public interest, these manholes require rehabilitation by trenchless or open-cut methods. PREVIOUS COUNCIL ACTION: None BACKGROUND: During routine inspection of the sanitary mains, an evaluation of the manholes, manhole benches and troughs are performed to determine the severity of deterioration in the manhole structures and to prioritize them accordingly. The manholes chosen for the 25- 107 (WWAN05) FY2025 Manhole Rehabilitation Project had the highest ranking for rehabilitation. The manholes will be rehabilitated by trenchless or open cut methods. Trenchless methods include placing calcium aluminate and epoxy coating on the manhole walls and rebuilding the manhole benches and troughs with fast-setting cementitious material. Two manholes that have been abandoned will be filled with flow-fill concrete, and a new manhole will be installed for routine maintenance access. FINANCIAL IMPLICATIONS: The cost of the construction project was bid at $557,222.00 with contingencies of $111,444.00. Funds are available from the Sewer User Funds and have been budgeted and appropriated to Project No. 25-107 (WWAN05) - Manhole Rehabilitation Project. BOARD/COMMISSION RECOMMENDATION: Not applicable STAKEHOLDER PROCESS: None ALTERNATIVES: Alternative No. 1 No Action The Wastewater Department would take no action. The manholes would continue to deteriorate until they eventually collapse, warranting an emergency repair and possibly endangering the public. RECOMMENDATION: Approval of the Resolution. ATTACHMENTS: 1. 12-22-25 25-107 FY2025 Manhole Rehabilitation Project Attachment RESOLUTION NO. 16211 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $557,222.00 TO MILLER PIPELINE LLC AND SETTING FORTH $111,444.00 FOR CONTINGENCIES, FOR PROJECT NO. 25-107 (WWAN05) 2025 MANHOLE REHABILITATION PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, competitive bids for the Project No. 25-107 (WWAN05) 2025 Manhole Rehabilitation Project have been received and examined; and WHEREAS, the proposal of Miller Pipeline LLC of Pueblo, Colorado was the lowest of those bids determined to be responsive; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. City Council authorizes Project No. 25-107 (WWAN05) 2025 Manhole Rehabilitation Project to be performed, and the contract for said project is hereby awarded to Miller Pipeline LLC, in the amount of $557,222.00. SECTION 2. Funds for Project 25-107 (WWAN05) - Manhole Rehab shall be from the Sewer User Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. 1,444.00. SECTION 5. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Resolution and the contract to implement the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval.
