HomeMy WebLinkAbout6456RESOLUTION NO. 6456 A RESOLUTION AFFIRMING ACTION TAKEN BY THE PUEBLO AREA COUNCIL OF GOVERNMENTS APPROVING THE PUEBLO INDUSTRIAL PARK ACCESS ALTERNATIVES STUDY WITH EMPHASIS ON THE EXTENSION OF WILLIAM WHITE BOULEVARD TO CONSTITUTION ROAD AND OBJECTING TO THE EXPENDITURES OF FEDERAL AID PRIMARY HIGHWAY FUNDS FOR THE 36TH LANE ALTERNATIVE WHEREAS, the Pueblo Area Council Of Governments on September_ 8, 1988 approved the Pueblo Airport Industrial Park Access Alternatives Study (the "Study ") with emphasis on the extension of William White Boulevard to Constitution Road (the "Alternative V "), and WHEREAS, the Transportation Policy Committee on September_ 8, 1988 approved the Study with emphasis on Alternative V, and WHEREAS, the Citizens' Transportation Advisory Committee, consisting of the members of both the County Planning Commission and the City Planning and Zoning Commission, on August 10, 1988 approved the Study with emphasis on Alternative V, and WHEREAS, the approved Study states in part on page 64 thereof: The two best courses of action appear to be the construction of improvements to the Paul Harvey interchange followed by the community concentrating its entire effort toward the extension of William White Boulevard. If at the time when a second access is needed and the right -of -way or funding for the William White extension is not available, the 36th Lane Alternative can address a short -term need. (emphasis supplied), and WHEREAS, current traffic use, trip generating rates, and the Study show that the 36th Lane Alternative will result in minimal impact upon traffic congestion and "will not alleviate the need for the extension of William White Boulevard ", and WHEREAS, the expenditure of federal aid primary highway funds for the 36th Lane Alternative instead of or in competition with the extension of William White Boulevard does not appear to be justified; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: - --r -., , The City Council of Pueblo does hereby affirm and ratify the Pueblo Area Council of Governments' approval of the Pueblo Airport Industrial Park Access Alternatives Study with emphasis on the extension of William White Boulevard to Constitution Road, Alternative V of the Study and does hereby determine that such extension should have priority over all other_ alternatives for access to the Pueblo Airport Industrial Park. - - --r--, The City Council of Pueblo does hereby object to the expendi- ture of federal aid primary highway funds for the 36th Lane Alter- native, Alternative II of the Study, if such expenditure shall in any manner reduce, limit or interfere, now or in the future, with the opportunity or ability to obtain federal aid primary highway funds for the William White Boulevard to Constitution Road Extension Project, including without limitation, the four - laning of State Highway 47 from Jerry Murphy Road to U.S. Highway 50 -B with an interchange at William White Boulevard extended.
