SUBJECT: A RESOLUTION ALLOWING THE SANGRE DE CRISTO ARTS AND
CONFERENCE CENTER BOARD OF TRUSTEES TO REDUCE ITS
NUMBER OF CITY APPOINTEES BEGINNING IN 2026 AND
CONFIRMING THE REAPPOINTMENT BY THE MAYOR OF JUSTIN
BOWEN TO SERVE A THREE-YEAR TERM EXPIRING DECEMBER 31,
2028, ON THE SANGRE DE CRISTO ARTS AND CONFERENCE
CENTER BOARD OF TRUSTEES
SUMMARY:
This Resolution confirms the reappointment by the Mayor of Justin Bowen to serve a
three-year term expiring December 31, 2028 on the Sangre de Cristo Arts and
Conference Center Board of Trustees. It also allows the Sangre de Cristo Arts and
Conference Center Board of Trustees to reduce its number of City Appointees beginning
in 2026.
PREVIOUS COUNCIL ACTION:
The Mayor has made appointments to boards and commissions selecting individuals to
serve terms which expire during a particular calendar year and presented them to
Council for approval.
In 2011, Resolution 12288 allowed the Sangre de Cristo Arts and Conference Center
Board of Trustees to shrink in size from 35 to 16 and reduces its number of City
Appointees to three.
BACKGROUND:
This Resolution will allow the Board of Trustees to reduce its number of City Appointees
from three to one in accordance with their own bylaws revision from November 3, 2025.
The County appointments also dropped from three to two.
Due to term expirations and a revision to the Sangre de Cristo Arts and Conference
Center Board of Trustees bylaws, there is one opening on this board.

This is a volunteer committee and members serve without compensation.

RESOLUTION NO. 16204
A RESOLUTION ALLOWING THE SANGRE DE CRISTO ARTS
AND CONFERENCE CENTER BOARD OF TRUSTEES TO
REDUCE ITS NUMBER OF CITY APPOINTEES BEGINNING IN
2026 AND CONFIRMING THE REAPPOINTMENT BY THE
MAYOR OF JUSTIN BOWEN TO SERVE A THREE-YEAR TERM
EXPIRING DECEMBER 31, 2028, ON THE SANGRE DE CRISTO
ARTS AND CONFERENCE CENTER BOARD OF TRUSTEES
WHEREAS, on November 2, 2025, the Board of Trustees of the Sangre de Cristo Arts
and Conference Center approved changes to its bylaws reducing the number of City appointees
from three (3) board members to two (2) effective immediately; and
WHEREAS, Mayor Heather Graham has requested confirmation by the City Council of
her appointment of Justin Bowen to the Sangre de Cristo Arts and Conference Center Board of
Trustees; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The City Council consents to allowing the Board of Trustees of the Sangre de Cristo Arts
and Conference Center to reduce from (3) City appointees to one (1) City appointee effective
January 1, 2026, through term limitations and in accordance with its revised bylaws.
SECTION 2.
The appointment by the Mayor of Justin Bowen to serve a three-year term expiring
December 31, 2028, on the Sangre de Cristo Arts and Conference Center Board of Trustees shall
be and is hereby confirmed by the City Council.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent with
this Resolution to implement the appointments described herein.
SECTION 4.
This Resolution shall become effective on the date of final action by the Mayor and City
Council.
