A RESOLUTION RATIFYING THE APPOINTMENT OF CURRENT
PUEBLO REGIONAL BUILDING DEPARTMENT BOARDS OF
APPEAL MEMBERS TO SERVE AS BOARDS OF APPEAL
MEMBERS FOR THE SOUTHERN COLORADO BUILDING
DEPARTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The appointment of the following individuals to serve on the designated Board of Appeal
for the Southern Colorado Building Department Commission up and until the end of the current
term of their appointment under the Pueblo Regional Building Department, shall be and is hereby
ratified:

SECTION 2.
The officers of the City are authorized and directed to perform any and all acts consistent
with the intent of this Resolution to effectuate the policies and procedures described herein.
SECTION 3.
This Resolution shall become effective immediately upon final passage.

SUBJECT: A RESOLUTION RATIFYING THE APPOINTMENT OF CURRENT

MEMBERS TO SERVE AS BOARDS OF APPEAL MEMBERS FOR THE
SOUTHERN COLORADO BUILDING DEPARTMENT
SUMMARY:
This Resolution ratifies the appointment of Pueblo Regional Building Department Boards
of Appeal members to serve as Boards of Appeal members for the Southern Colorado
Building Department.
PREVIOUS COUNCIL ACTION:
On November 26, 2025, by Ordinance 11081, City Council approved the
Intergovernmental Agreement for the Operation of the Southern Colorado Building
Department.
BACKGROUND:
On November 26, 2026, City Council approved the Intergovernmental Agreement for the
Operation of the Southern
City of Pueblo and the Town of Boone. The current Pueblo Regional Building
SCBD will
replace PRBD effective January 1, 2026.
Similar to PRBD, SCBD will provide review boards for electrical, plumbing, mechanical,
and building codes. Each board will consist of five members, except for the electrical
board which will consist of six members. Three of the review board members, or four in
the case of the electrical board, shall be appointed by the City and the remaining
members to each board will be jointly appointed by all member entities of the
Intergovernmental Agreement. The function and composition of each Board of Appeal
is set forth in the Intergovernmental Agreement.
The current Boards of Appeal members are familiar with the appeal process and
standards. Maintaining the current Boards of Appeal members will allow for continuity
and assist with a smooth transition to the new building department. This Resolution, if
approved, will ratify the appointment of all current Boards of Appeal members to serve
on the Boards of Appeal for SCBD. The members will serve out their current term the
same as that term would be if PRBD had not dissolved.

The City may refuse to adopt this Resolution.
