A RESOLUTION RATIFYING THE APPOINTMENT OF CERTAIN
PUEBLO REGIONAL BUILDING DEPARTMENT COMMISSION
MEMBERS TO SERVE AS TEMPORARY COMMISSION
MEMBERS ON THE SOUTHERN COLORADO BUILDING
DEPARTMENT COMMISSION
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The appointment of the following individuals to temporarily serve on the Southern
Colorado Building Department Commission up and until March 31, 2026 or until a permanent
Commission is appointed, whichever occurs first, shall be and is hereby ratified:
Diana Oldemeyer
Steven Contreras
Andy Jesik
Kent Shelman
Anthony Nunez
Kent Stringer
SECTION 2.
The officers of the City are authorized and directed to perform any and all acts consistent
with the intent of this Resolution to effectuate the policies and procedures described herein.
SECTION 3.
This Resolution shall become effective immediately upon final passage.

PUEBLO REGIONAL BUILDING DEPARTMENT COMMISSION
MEMBERS TO SERVE AS TEMPORARY COMMISSION MEMBERS ON
THE SOUTHERN COLORADO BUILDING DEPARTMENT COMMISSION
SUMMARY:
This Resolution ratifies the appointment of certain Pueblo Regional Building Department
Commission members to serve as temporary Commission members on the Southern
Colorado Building Department Commission until permanent members can be selected.
PREVIOUS COUNCIL ACTION:
On November 26, 2025, by Ordinance 11081, City Council approved the
Intergovernmental Agreement for the Operation of the Southern Colorado Building
Department.
BACKGROUND:
On November 26, 2026, City Council approved the Intergovernmental Agreement for the
City of Pueblo and the Town of Boone. The current Pueblo Regional Building
1, 2025. SCBD will
replace PRBD effective January 1, 2026.
Similar to PRBD, SCBD will be governed by a Building Commission made up of nine
members. Six members shall be appointed by the Mayor of the City of Pueblo subject
to confirmation by the Pueblo City Council. The remaining three members will be jointly
appointed by all member entities (City of Pueblo and Town of Boone). The application
and selection process for the new SCBD Commission will take several weeks during
which decisions regarding the transition and normal operations of SCBD must be made.
This Resolution, if approved, will ratify the appointment of all current PRBD board
members, except the City and County elected officials, and one PRBD board member
whose term recently expired to temporarily serve on the SCBD Commission. The current
PRBD Commission members are familiar with the operations and needs of the building
department. The appointment of the current Commission members is temporary and
short in duration, up to three months, and meant only to fill the gap until a permanent
SCBD Commission can be appointed. Maintaining the current Commission members
through the transition until permanent SCBD Commission members can be selected will
allow for a smooth transition to the new building department. Current Commission
members are encouraged to apply to be members on the SCBD Commission.
