HomeMy WebLinkAbout11079ORDINANCE NO. 11079 AN ORDINANCE TRANSFERRING $40,550 FROM PUEBLO POLICE DEPARTMENT WAGES/POLICE SERVICE ACCOUNT 101-20-2050-20- 51030 TO PROJECT CI2449, APPROVING AMENDMENT NO. 1 TO THE AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND BRIDGERS & PAXTON CONSULTING ENGINEERS, INC., A REGISTERED COLORADO CORPORATION, IN THE AMOUNT OF $40,550 FOR PROJECT NO. 22-013, MEP ENGINEERING CONSULTING SERVICES FOR CITY FACILITIES - DESIGN FOR PMJC CHILLER/BOILER REPLACEMENT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, an Agreement for Professional Services was awarded to Bridgers & Paxton Consulting Engineers, Inc., on October 21, 2024, and, WHEREAS, the City of Pueblo and Bridgers & Paxton Consulting Engineers, Inc. desire to amend the Agreement to modify the original scope of service and to provide for additional services; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Amendment 1 to the Agreement for Professional Engineering Services for Project No. 23-107 Design for Street Expansion of Bandera Parkway, by and between the City of Pueblo, a Colorado Municipal Corporation, and 3 Rocks Engineering, LLC, a Colorado Limited Liability Corporation, a copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved, and City Council authorizes the additional work contemplated by the Amendment to be performed in the amount of $22,016.35. SECTION 2. Funds in the amount of $22,016.35 shall be paid from Project Account CI2305 Street Expansion - Bandera Pkwy. SECTION 3. The Purchasing Agent is hereby authorized to execute said Amendment on behalf of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 4. The officers of the City of Pueblo are authorized to perform any and all acts consistent with this Resolution and the Amendment to implement the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Action by City Council: Introduced and initial adoption of Ordinance by City Council on November 10, 2025. PREVIOUS COUNCIL ACTION: Resolution 14923, dated June 27, 2022, approved agreements for professional mechanical, electrical, and plumbing (MEP) engineering service projects between Pueblo, and BCER Engineering, Plant Engineering Consultants and Bridgers & Paxton, for Project No. 22-013 MEP Engineering Consulting Services for City Facilities. Ordinance 10810, dated October 15, 2024, established project CI2449, PMJC Chiller/Boiler Replacement, transferred $172,150.00 from Pueblo Police Department Wages/Police Service Account 101-20-2050-20-51030 to Project CI2449, budgeted and appropriated funds in the amount of $172,150.00, awarded an agreement for MEP Engineering Services to Bridgers & Paxton Consulting Engineers, Inc. BACKGROUND: The City requested proposals from qualified engineering firms to assist the City of Pueblo with on-call services for Mechanical, Electrical, and Plumbing (MEP) Engineering services. Three on-call master contracts were awarded to the following firms: BCER Engineering, Plant Engineering Consultants and Bridgers & Paxton. The current project, PMJC Chiller/Boiler Replacement, is the second project under these master agreements and includes a complete redesign of the system with all new equipment, utilizing existing ductwork and plumbing as feasible. Designer shall consider and apply all pertinent codes and energy regulations in the selection of equipment. The City intends to utilize capital improvement funds for the preliminary investigation, design, bidding, and construction management services for the project. The initial project scope included design of a single air-cooled chipper located in a new chiller yard at grade. The City has requested the addition of a second chiller to provide 100% redundancy. This change effectively doubles the required chiller yard size and necessitates modifications across all design disciplines to support the revised layout. In addition, the original 14 split systems in the building have been problematic since installation. Bridgers & Paxton will provide engineering and architectural services to support investigation and full MEP design for replacement of all 14 systems. FINANCIAL IMPLICATIONS: Funds in the amount of $40,550.00 will be transferred from Pueblo Police Department Wages/Police Service account 101-20-2050-20-51030 to Project CI2449 and will be used to pay the contract amendment to Bridgers & Paxton. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Denial of this Ordinance will result in the cancellation of additional services. However, the additional services are necessary for a redundancy for a second chiller and for engineering and architectural services to support investigation and full MEP design for replacement of 14 split systems.
