AN ORDINANCE APPROVING A ONE-TIME PAYMENT OF $50,000 TO
PUEBLO COOPERATIVE CARE CENTER TO HELP PROVIDE FOOD
ASSISTANCE TO THOSE AFFECTED BY THE FEDERAL
GOVERNMENT SHUTDOWN AND DISCONTINUATION OF SNAP
BENEFITS, AND BUDGETING AND APPROPRIATING $50,000 FROM
PROJECT CI2113 ARPA INTEREST FUNDS TO PROJECT CI2523
PUEBLO COOPERATIVE CARE SUPPORT FOR THAT PURPOSE
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funds in the amount of $50,000 are hereby transferred from Project CI2113 into Project
CI2523 Pueblo Cooperative Care Support.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with the intent of this Ordinance to effectuate the policies and procedures described
herein.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

PROJECT CI2113 – ARPA INTEREST FUNDS TO PROJECT CI2523 –
PUEBLO COOPERATIVE CARE SUPPORT FOR THAT PURPOSE
SUMMARY:
This Ordinance budgets and appropriates funds in the amount of $50,000 from the
ARPA interest fund to Project CI2523 – Pueblo Cooperative Care Support for a one-
time payment to Pueblo Cooperative Care Center to help provide food assistance to
those affected by the federal government shutdown and discontinuation of SNAP
benefits.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The federal government shutdown on October 1, 2025, resulted in furloughs of non-
essential workers and the discontinuation of certain federally funded programs. On
November 1, 2025, approximately 600,000 Coloradans who access the federally funded
Supplemental Nutrition Assistance Program (SNAP) initiative for food could lose the
ability to feed themselves and their families. The State of Colorado is unable to fund
this federal initiative to the tune of $120 million per month. In Colorado, 334,590
households or 614,911 individuals rely on SNAP, 50% are children, 10% elderly, and
15% with disabilities. There are 49,000 SNAP recipients in Pueblo County.
Pueblo Cooperative Care Center (“PCCC”) provides food assistance to local families in
need. In September 2025, PCCC served 2,089 families and 4,393 individuals. Of the
individuals served, 2,320 were adults, 1,255 were children, and 818 were seniors.
PCCC has signed up 96 new families to their program since October 1, 2025, and
anticipate more families will look to them for help as hardships such as furloughs,
layoffs, and discontinuation of SNAP benefits continue.
Pueblo Cooperative Care Center has had to reduce the amount of food it is distributing
to clients to try and serve more families. The requested $50,000 will allow PCCC to
serve the increased number of families in need. For every $10,000 received PCCC
can serve approximately 1,000 households.
All participants of the program are required to provide proof of residency and an ID to
receive food assistance. Participants currently receive one distribution per month. Food
boxes contain non-perishable and perishable items.
FINANCIAL IMPLICATIONS:
Funds in the amount of $50,000 will be transferred from CI2113 - ARPA Interest fund
balance to Project CI2523 – Pueblo Cooperative Care Support.
