A RESOLUTION AUTHORIZING PAYMENT FROM THE COUNCIL
CONTINGENCIES ACCOUNT IN THE 2025 GENERAL FUND BUDGET
TO SOUTHERN COLORADO HARM REDUCTION ASSOCIATION IN
THE AMOUNT OF $1,500 TO SPONSOR A WARM THANKSGIVING
FOR EVERY HEART AT 219 W NORTHERN AVENUE AT 11:30 AM ON
THURSDAY, NOVEMBER 27, 2025
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Payment in the amount of $1,500 from the Council Contingencies Account in the 2025
General Fund Budget is authorized to be paid to Southern Colorado Harm Reduction
Association to sponsor A Warm Thanksgiving for Every Heart at 11:30 am on Thursday,
November 27, 2025.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution to effectuate the policies and procedures described herein.
SECTION 3.
This Resolution shall become effective upon passage and approval.

SUMMARY:
Attached for consideration is a request for support of Southern Colorado Harm
Reduction Association (SCHRA) in the amount of $1,000 to sponsor A Warm
Thanksgiving for Every Heart at 219 W Northern Avenue at 11:30 am on Thursday,
November 27, 2025.
PREVIOUS COUNCIL ACTION:
Council supported Southern Colorado Harm Reduction Association's operating costs for
$10,000 in 2019.
BACKGROUND:
City Council Members Roger Gomez and Sarah Martinez are requesting $1,000 to
sponsor Southern Colorado Harm Reduction Association’s A Warm Thanksgiving for
Every Heart event. The event will take place on site at 219 W Northern Avenue at 11:30
am on Thursday, November 27, 2025.
SCHRA and Leilani Ricardo are joining hands with local community partners to create a
warm, cozy place to share a meal, a smile, and a sense of belonging.
For many in our community, the holidays can be a painful reminder of loneliness,
hunger, or hard times. SCHRA will be opening their doors on Thanksgiving Day to
welcome anyone who is unhoused, alone, or struggling, and offer them not just a plate
of food — but a seat at the table of compassion.
FINANCIAL IMPLICATIONS:
Payment of funds in the amount of $1,000 would be paid from the Council
Contingencies Account in the 2025 General Fund Budget to Southern Colorado Harm
Reduction Association.

City Council could choose not to authorize funding for this purpose.
RECOMMENDATION:
