HomeMy WebLinkAbout16176RESOLUTION NO. 16176 A RESOLUTION EXPRESSING THE CITY COUNCIL OF RATE TARIFF FILING SUBMITTED BY BLACK HILLS COLORADO ELECTRIC, LLC TO THE COLORADO PUBLIC UTILITIES COMMISSION WHEREAS, the City of Pueblo is committed to fostering economic growth, attracting new businesses, and supporting the expansion of existing industries within the community; and WHEREAS, Black Hills Colorado Electric, LLC (BHCOE) has submitted a filing to the Colorado Public Utilities Commission (PUC) seeking approval of an Economic Development Rate (EDR) tariff designed to provide qualifying customers with discounted electric rates for a defined period; and WHEREAS, the proposed EDR offers a discount on base rate energy and demand competitiveness in attracting large-scale industrial and commercial investments; and WHEREAS, the EDR is structured to ensure that it does not increase costs for other targets, in accordance with the statutory requirements of House Bill 25-1177; and WHEREAS, the City Council recognizes that the availability of competitive electric rates is a critical factor in site selection decisions and that the EDR will serve as a valuable tool in WHEREAS, the City Council believes that approval of the EDR will support job creation, economic diversification, and long-term investment in Pueblo and the surrounding region. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The City Council of Pueblo, Colorado hereby expresses its support for the Economic Development Rate (EDR) filing submitted by Black Hills Colorado Electric, LLC to the Colorado Public Utilities Commission. SECTION 2. The City Council urges the Colorado Public Utilities Commission to approve the EDR filing and recognizes its potential to significantly benefit the economic future of Pueblo and southern Colorado. SECTION 3. The officers and staff of the City will report the passage of this Resolution and the City Clerk shall transmit a copy of this Resolution to the Colorado Public Utilities Commission as a SECTION 4. This Resolution shall become effective immediately upon final passage. PREVIOUS COUNCIL ACTION: City Council has not taken previous action regarding EDR tariff proposals. BACKGROUND: BHCOE believes the EDR, as outlined in its submitted filing, offers a discount on base rate energy and demand charges for qualifying customers with new or expanding loads of at least 3 megawatts. Although electricity is just one factor in site selection decisions for major employers, the EDR will help attract new businesses, support the expansion of existing operations, and create high-quality jobs. BHCOE claims the EDR tariff is structured to ensure that it will not increase costs for emissions reduction targets. The proposal aligns with the statutory requirements under HB25-1177 and provides a responsible, performance-based approach to economic development. development strategy, particularly as the City works to diversify its economy and revitalize key industrial corridors. The ability to offer competitive incentives is essential to leveling the playing field with other regions and states. FINANCIAL IMPLICATIONS: There are no financial implications for the City.
