filing to the Colorado Public Utilities Commission (PUC) seeking approval of an
Economic Development Rate (EDR) tariff.
PREVIOUS COUNCIL ACTION:

BACKGROUND:
BHCOE believes the EDR, as outlined in its submitted filing, offers a discount on base

for major employers, the EDR will help attract new businesses, support the expansion of
existing operations, and create high-quality jobs.
BHCOE claims the EDR tariff is structured to ensure that it will not increase costs for
emissions reduction targets. The proposal aligns with the statutory requirements under
HB25-1177 and provides a responsible, performance-based approach to economic
development.
