SUBJECT: A RESOLUTION CONFIRMING THE APPOINTMENT OF TERESA
BURNS TO THE POSITION OF DIRECTOR OF PURCHASING
SUMMARY:
The Mayor has appointed Teresa Burns to the position of Director of Purchasing and
requests confirmation of said appointment by the City Council. Such appointment is
based on Ms. Burns' education, training, experience and fitness for position.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
Ms. Burns holds an Associate of Arts Degree, a Bachelor of Science Degree in Business
Administration, and is a Certified Public Procurement Buyer. She also has specialized
training from the National Institute of Government Purchasing (NIGP), Rocky Mountain
Governmental Purchasing Association (RMGPA), National Association of State
Procurement Officials (NASPO), specialized courses from Design-Build Institute of
America, and certificates from the Colorado Municipal
She brings over 20 years municipal government purchasing experience with her
experience acquired with the City of Pueblo. Ms. Burns has worked for the City full time
since 2005 and has served as a Warehouse Clerk, Purchasing/Contract Coordinator,
and Purchasing/Contract Administrator. As outlined in her application and resume,
through the multiple positions she has held within Pueblo City government, she has
garnered knowledge and leadership skills which will provide a strong and dependable
leader for the Purchasing Department. Following a formal panel interview process, I
believe that Ms. Burns has the experience and professionalism to lead our Purchasing
Department and provide quality direction to our staff and elected officials.
FINANCIAL IMPLICATIONS:
The salary and benefits of the Director of Purchasing have been budgeted and
appropriated within the 2025 budget.

ALTERNATIVES:
Failure to confirm the appointment of the Director of Purchasing will result in that position

RESOLUTION NO. 16173
A RESOLUTION CONFIRMING THE APPOINTMENT OF
TERESA BURNS TO THE POSITION OF DIRECTOR OF
PURCHASING
WHEREAS, Mayor Heather Graham has requested confirmation of the City Council of the
appointment of Teresa Burns to the position of Director of Purchasing.
WHEREAS, Teresa Burns meets and exceeds the qualifications for the appointment of
Director of Purchasing based upon her education, training and experience; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The appointment by the Mayor of Teresa Burns as Director of Purchasing shall be and is
hereby confirmed by the City Council.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with this Resolution and the attached agreements which are necessary or appropriate
to implement the appointment described herein.
SECTION 3.
This Resolution shall become effective immediately upon passage and approval.
