SUBJECT: A RESOLUTION ADOPTING AND APPROVING THE PUEBLO AREA
COMPREHENSIVE SAFETY ACTION PLAN
SUMMARY:
This Resolution adopts the Pueblo Area Comprehensive Safety Action Plan (CSAP).
PREVIOUS COUNCIL ACTION:
Ordinance 10499, approved on June 26, 2023, established Project Account PL2305, for
Safe Streets & Roads for All - SS4A, approved an IGA with Federal Highway
Administration (FHWA) in the amount of $681,600, transferred $170,400 from Project
Account CI2204 to Project Account PL2305, and budgeted and appropriated
$852,000.00 for the project.
Resolution 15652, dated June 10, 2024, awarded an agreement for professional
consulting services in the amount of $155,000 to Street Simplified, LLC to render
professional traffic engineering, data collection, analysis, reporting, support and related
services.
Resolution 15806, dated November 11, 2024, awarded an agreement for professional
consulting services in the amount of $400,000 to DiExSys, LLC, for the Pueblo Area
Comprehensive Safety Action Plan
BACKGROUND:
The City was awarded a Safe Streets for All (SS4A) Planning Grant to hire consultants
to create an evidence-based Action Plan that will facilitate life-saving safety
improvements that significantly reduce or eliminate roadway fatalities and serious
injuries.
The Comprehensive Safety Action Plan was developed through interaction between
multiple community stakeholder groups to identify projects and programs that will help
contribute to improving the safety of pedestrians, bicyclists and vehicles. The first portion
of the work to be completed through the Planning Grant was to analyze traffic safety at
fifteen key intersections in the PACOG MPO area with the highest number of crashes.
Street Simplified, LLC completed a full analysis of these intersections, looking at turning
movements, speed analytics, crosswalk usage and analysis, cyclist turning movements,
near miss analysis, speeding analysis, red light running, and intersection blocking.
DiExSys, LLC then utilized that information, along with data they collected and analyzed
across the City's other intersections and certain high-traffic corridors to create the Pueblo
Area Comprehensive Safety Study Action Plan.
The Executive Summary of the Pueblo Area CSAP states that the Plan "...has been
developed to guide efforts to reduce fatal and serious injury crashes through data-driven
and evidence-based strategies. The Plan identifies and prioritizes a coordinated
program of projects aimed at improving safety outcomes. It also strengthens the ability
of the City of Pueblo and Pueblo County to complete for federal and state infrastructure
funding, while ensuring that considerations of equity and community values are reflected
in the project selection process...."
FINANCIAL IMPLICATIONS:
Not applicable.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Resolution.
STAKEHOLDER PROCESS:
Throughout the development of the CSAP, stakeholders and the public were actively
engaged through meetings, workshops, and feedback opportunities to help identify key
areas of emphasis and guide the final selection of projects. The study team formulated
data-driven and evidence-based recommendations based on their analysis and
experience, then presented and discussed these recommendations with the
stakeholders and the public in the framework of the public involvement process.
Stakeholder engagement included public meetings with the PACOG Transportation
Technical Advisory Committee (TAC), the PACOG Executive Committee, and an open
meeting with the general public, each held earlier this year.
ALTERNATIVES:
Failure to approve this Resolution will preclude the adoption of the Pueblo Area
Comprehensive Safety Action Plan.
RECOMMENDATION:
Approval of the Resolution.

RESOLUTION NO. 16172
A RESOLUTION ADOPTING AND APPROVING THE PUEBLO
AREA COMPREHENSIVE SAFETY ACTION PLAN
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The City of Pueblo hereby adopts and approves the attached Pueblo Area Comprehensive
Safety Action Plan.
SECTION 2.
The officers of the City are authorized to perform any and all acts consistent with the intent
of the Resolution to implement the policies and procedures described herein.
SECTION 3.
This Resolution shall become effective immediately upon final approval.
