SUBJECT: A RESOLUTION DESIGNATING A LOCAL DISASTER AGENCY FOR
THE CITY OF PUEBLO AND COUNTY OF PUEBLO AND ASSIGNING
DUTIES AND RESPONSIBILITIES THEREFORE AND REPEALING
PRIOR RESOLUTIONS
SUMMARY:
This Resolution repeals any prior agreements and adopts the new Emergency
Operations Plan 2025 update with all appendices.
PREVIOUS COUNCIL ACTION:
Resolution 6923 was adopted by Pueblo City Council on April 27, 1992. The prior
resolution was in 1989 (Resolution 6461).
BACKGROUND:
An Emergency Operations Plan (EOP) outlines the response to major emergencies and
disasters. This 2025 updated EOP was a collaboration between Pueblo County, City of
Pueblo and public safety agencies, infrastructure providers, volunteer and private sector
partners. An EOP designates roles and responsibilities, unifies agency responses and
allows for clear communication during disaster situations which often cross political
boundaries i.e. are not contained in a county or city boundary.
This plan is adaptable to fit a crisis and provides tools to quickly and efficiently
respond. It is designed to be in compliance with state and federal laws and regulations.
The prior resolution is substantially the same as this and the new EOP was prepared in
accordance with the current resolution, however, it includes duties of a city manager that
need to be revised.
FINANCIAL IMPLICATIONS:
There are no costs associated with the adoption of the EOP.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Resolution.
STAKEHOLDER PROCESS:
many diverse agencies that have a role in an emergency.
ALTERNATIVES:
Not to approve Resolution and instead rely on the resolution adopted in 1991.
RECOMMENDATION:
Approve the Resolution.

RESOLUTION NO. 16166
A RESOLUTION DESIGNATING A LOCAL DISASTER AGENCY
FOR THE CITY OF PUEBLO AND COUNTY OF PUEBLO AND
ASSIGNING DUTIES AND RESPONSIBILITIES THEREFORE
AND REPEALING PRIOR RESOLUTIONS
WHEREAS, the Colorado Disaster Emergency Act, C.R.S. §24-33.5.701 et seq. requires
political subdivisions to prepare plans and establish capabilities to carry out emergency functions
to prevent, minimize and repair injury and damage resulting from any disaster as defined in the
Act; and
WHEREAS, by past resolutions (Reso. 6923 and 6461) City established suitable
arrangements in compliance with state law with the Board of County Commissioners of Pueblo
mutual aid in
coping with disasters; and
WHEREAS, The Board created the Pueblo County Department of Public Safety to the
Office of Emergency Management in the Division of Local Government of the Department of Local
Affairs; and
WHEREAS, it is the intent and desire of the City of Pueblo to continue to properly

necessary to qualify for federal and state disaster and emergency assistance programs; and
WHEREAS, the Pueblo County Sherrif, Emergency Management Coordinator has created
a new EOP in conjunction with responsible agencies including those of the City; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The Office of Emergency Preparedness is hereby designated as the local disaster agency
responsible for disaster preparedness and coordination of response within the County of Pueblo
and City of Pueblo.
SECTION 2.
City hereby declares its intention to cooperate with the Board in a mutual effort in planning,
execution and coordination of disaster services within Pueblo County, Colorado.
SECTION 3.
The duties and responsibilities of the City and Board shall be carried out as follows:
1. The Mayor of the City of Pueblo shall:
1. Provide direction and control for Pueblo City forces before, during and after
disaster operations.
2. Assure continuity of City government at all levels in a declared disaster.
3. Have the power to declare that a disaster exists within the City of Pueblo. Such
declaration shall continue for a period not to exceed seven (7) days. Such
declaration may be continued or renewed for a period in excess of seven (7) days
with the consent of a majority of the members of City Council. Any order or
proclamation declaring, continuing or terminating a disaster shall be filed promptly
with the Division of Local Government of the Department of Local Affairs of the
State of Colorado and with the City Clerk. Such orders or proclamations shall be
given prompt and general publicity and shall be promptly distributed to the
appropriate representatives of the new media.
2. The Director of the Department acting by and through the Coordinator of the Office of
Emergency Preparedness shall:
1. Have direct responsibility for the organization, administration and operation of the
Office of Emergency Preparedness.
2. Accept and comply with all applicable regulations and standards of the Federal
Emergency Management Agency (FEMA) and the office of Emergency
Management, Division of Local Affairs of the Colorado Department of Local Affairs
relating to the development of a disaster operational capability and the receipt of
federal and state assistance in that development and to sign and submit all
documents and materials associated with such development.
3. Prepare and submit an annual budget to the Board of County Commissioners and
the Mayor.
4. Prepare and keep current, subject to the approval of the Mayor the Pueblo
Emergency Plan to conform to the standards and requirements as promulgated by
the aforesaid Colorado Office of Emergency Management.
5. Assist all appropriate officials in preparing a clear and complete statement of
emergency responsibilities of all agencies which may be activated in the event of
a disaster.
6. In the event of a declared disaster, act under the direction of the Mayor and Board
of county Commissioners, or its designee, in undertaking the mitigation, response,
and recovery during such disaster.
