SUBJECT: A RESOLUTION APPROVING A PROFESSIONAL SERVICES
AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO
MUNICIPAL CORPORATION, AND COMMUNITY DEVELOPMENT
STRATEGIES, LLC, FOR CONSULTING WORK FOR HUD RELATED
PROGRAMS, AND AUTHORIZING THE PURCHASING AGENT TO
EXECUTE SAME
SUMMARY:
This Resolution approves an Agreement for professional services relating to Bid No. 25-
037, Consulting for HUD related programs.
PREVIOUS COUNCIL ACTION:
City Council established the Project CD2401, and budgeted and appropriated
$290,000.00 in grant funds from the United States Housing and Urban Development
(HUD) Community Development Block Grant (CDBG) Program.
City Council established the Project HO2410, and budgeted and appropriated
$76,589.00 in grant funds from the United States Housing and Urban Development
(HUD) HOME Investment Partnership Program.
BACKGROUND:
The Department of Housing and Urban Development has increasing regulations on both
program eligibility and environmental requirements. The City of Pueblo operates two
main programs that use HUD funding, the Community Development Block Grant (CDBG)
and HOME Investment Partnership Program. These increased regulations result in a
need for professional services to consult on an ad-hoc basis. These services will be
funded through the administrative portion of the allocated grant funding.
FINANCIAL IMPLICATIONS:
The total Project budget will be funded from:
CD2410, Community Development Block Grant Program Administration - $5,800.00.
HO2410, HOME Investment Partnership Act - $5,800

STAKEHOLDER PROCESS:

ALTERNATIVES:
Denying this Resolution will result in no services for this project.
RECOMMENDATION:
Approval of the Resolution.

A RESOLUTION APPROVING A PROFESSIONAL SERVICES
AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO
MUNICIPAL CORPORATION, AND COMMUNITY
DEVELOPMENT STRATEGIES, LLC, FOR CONSULTING WORK
FOR HUD RELATED PROGRAMS, AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE SAME
WHEREAS, proposals for Project No. 25-047 Professional Services for HUD Consulting
Services have been received and examined; and
WHEREAS, Community Development Strategies, LLC has been selected to provide
professional services for said Project; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The Agreement for Professional Services dated October 27, 2025, between the City of
Pueblo, A Colorado Municipal Corporation, and Community Development Strategies, LLC, of
which a copy is attached hereto and on file at the office of the City Clerk, having been approved
as to form by the City Attorney, is hereby approved.
SECTION 2.
Funds in the amount of $5,800.00 shall be paid from CD2401, Community Development
Block Grant Administration, and funds in the amount of $5,800.00 shall be paid from HO2410,
HOME Investment Partnership Program Administration
SECTION 3.
The Purchasing Agent is hereby authorized to execute and deliver said Agreement on
behalf of the City of Pueblo, and the City Clerk shall affix the Seal of the City thereto and attest
same.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts consistent with
this Resolution to implement the policies and procedures described herein.
