SUBJECT: AN ORDINANCE ESTABLISHING PROJECT ACCOUNT ED2503 - ST
CHARLES IND PK INFRASTRUCTURE, TRANSFERRING $8,000,000.00
FROM THE UNAPPROPRIATED FUND BALANCE OF THE HALF-CENT
SALES TAX FUND FOR ECONOMIC DEVELOPMENT, AND
BUDGETING AND APPROPRIATING $8,000,000.00 INTO PROJECT
ACCOUNT ED2503
SUMMARY:
This Ordinance establishes a new project account (ED2503 - St Charles Ind Pk
Infrastructure), transfers funds in the amount of $8,000,000.00 from the unappropriated
fund balance of the half-cent sales tax fund for economic development, and budgets and
appropriates those funds into the new account for the purpose of funding planning,
design, and construction of public improvements necessary to facilitate future
development of properties located in the St. Charles Industrial Park.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
This Ordinance establishes a new finance project account and budgets and appropriates
half-cent sales tax funds for economic development in the amount of $8,000,000.00 that
will be used to plan, design, and construct public improvements serving properties in the
St. Charles Industrial Park.
FINANCIAL IMPLICATIONS:
Funds in the amount of $8,000,000.00 will be transferred from the unappropriated fund
balance of the half-cent sales tax funds for economic development and deposited,
budgeted, and appropriated into project account ED2503 - St Charles Ind Pk
Infrastructure. This appropriation meets the criteria for a use authorized under Sec. 14-
4-85.5 (3) of Pueblo Municipal Code.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this ordinance.
STAKEHOLDER PROCESS:
Not applicable to this ordinance.
ALTERNATIVES:
Failure to approve this ordinance will preclude the City from constructing required public
infrastructure improvements necessary to facilitate further development of properties in
and near the St. Charles Industrial Park.
RECOMMENDATION:
Approval of the Ordinance.

BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Project Account ED2503 - St Charles Ind Pk Infrastructure is hereby established.
SECTION 2.
Funds in the amount of $8,000,000.00 are hereby transferred from the unappropriated
fund balance of the half-cent sales tax funds for economic development and deposited, budgeted
and appropriated into Project Account ED2503 - St Charles Ind Pk Infrastructure.
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with this
Ordinance and the attached Agreement to implement the policies and procedures described
herein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
