SUBJECT: AN ORDINANCE APPROVING A 1ST AMENDMENT TO AN
INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF
PUEBLO ("CITY"), A COLORADO MUNICIPAL CORPORATION, AND
THE FEDERAL HIGHWAY ADMINISTRATION ("FHWA"), FROM THE
RAISE GRANT PROGRAM, AWARD NUMBER 693JJ32440495,
RELATING TO THE WEST SIDE CONNECTOR PROJECT, AND
AUTHORIZING THE MAYOR TO EXECUTE SAME
SUMMARY:
between Pueblo, a Colorado
Project.
PREVIOUS COUNCIL ACTION:
Ordinance 10787 dated September 9, 2024, established Project DT2401, which
approved an IGA between the City and FHWA, budgeted and appropriated funds in the
amount of $16,834,725.00 for the West Side Connector Project.
Resolution approved on January 27, 2025, awarded a contract to Pinyon Environmental,
Inc. for Project No. 24-136 Provide NEPA for West Side Improvements.
Resolution 15901, approved on February 10, 2025, awarded an Agreement for
Professional Engineering Services to Bolton & Menk Inc to render design services for
the West Side Improvements.
BACKGROUND:
The City was awarded a RAISE Grant which funds several project components that will
improve transportation connectivity between the west side of the City and downtown. In
the first component, Sun Mountain Boulevard (formerly Spaulding Ave) will be extended
from 24th Street to 31st Street. The second component will rehabilitate seventy (70) west
side bus stops to comply with ADA standards. The third component consists of planning
and design for a 24th Street bridge and traffic corridor to connect the west side area to
downtown.
This Ordinance approves the 1st Amendment to the Intergovernmental Agreement,
originally effective on September 11, 2024, between the City and FHWA. This
Amendment amend the milestone dates in the project schedule for the planned NEPA
completion date for the bus stops of the base phase from March 1, 2025 to December
31, 2025; the planned NEPA completion date for the Sun Mountain Boulevard of the
base phase from March 1, 2025 to February 28, 2026; and the planned right-of-way
certification date for the bus stops of option phase 1 from January 1, 2026 to May 31,
2026.

None.

ALTERNATIVES:
Currently, there are no alternatives to completing the project within the current IGA
milestone dates.
RECOMMENDATION:
Approve the Ordinance.

BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
a Colorado Municipal Corporation, and the Federal Highway Administration (FHWA), Award Number:
693JJ32440495, West Side Connector Project, a copy of which is attached, having been approved as
to form by the City Attorney, is hereby approved.
SECTION 2.
The Mayor is authorized to execute and deliver the IGA 1st Amendment in the name of
the City and the City Clerk is directed to affix the seal of the City thereto and attest same.
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with this
Ordinance and IGA to implement the policies and procedures described herein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
