SUBJECT: AN ORDINANCE ESTABLISHING PROJECT NO. CI2518, THE SMALL
BUSINESS WINDOW REPAIR MINI-GRANT PROGRAM, AND
BUDGETING AND APPROPRIATING $50,000 IN FUNDS ACCRUED
FROM DEPOSIT INTEREST RELATED TO THE AMERICAN RESCUE
PLAN ACT REVENUE INTO SAID PROJECT NO. CI2518
SUMMARY:
This Ordinance establishes Project No. CI2518 and budgets and appropriates $50,000
in funds which may be distributed from the City as part of a Small Business Window
Repair Mini-Grant Program, which shall provide up to $1,000 to eligible businesses for
storefront window and door repair.

BACKGROUND:

Broken Windows Theory posits the belief that visible neglect encourages further disorder
and crime within a community. Pueblo has experienced a recent increase in vandalism
of storefronts in the form of broken windows and doors. Many businesses have been
forced to operate behind damaged or boarded windows, which can signal disinvestment,
deter customers, and fuel crime cycles. Due to the frequent incidents of vandalism,
business owners are struggling to absorb ongoing repair costs that create a heavy
financial burden in the form of boarding, securing, and repairs. The result is a loss of foot
traffic, weaker community confidence, and stalled economic growth.
$36.7 million which has generated approximately $700,000 in interest deposit revenue.
The use of these funds in the form of a business window repair mini-grant program in the
total amount of $50,000 to provide up to $1,000 per business for storefront window and
removal of blight, which will restore pride and boost safety.
FINANCIAL IMPLICATIONS:
$50,000 of APRA interest earnings will be transferred to Project CI2518 to fund the
project.

ALTERNATIVES:
Failure to adopt this ordinance will result in the City Council not authorizing the budget
and appropriation of the ARPA funds.

AN ORDINANCE ESTABLISHING PROJECT NO. CI2518, THE

disorder; and
WHEREAS, vandalism of storefronts in the form of broken windows and doors has forced
businesses to operate behind boarded-up storefronts; and
WHEREAS, the U.S. House of Representatives, on March 10, 2021, passed the U.S.
Senate-amended H.R. 1319 (P.L. 117-
WHEREAS, the City of Pueblo received approximately $36.7 million in ARPA funds from
the U.S. Treasury; and
WHEREAS, the current deposit interest generated from ARPA funds is approximately
$700,000.00; and
from the ARPA deposit interest funds to assist up to fifty Pueblo businesses by providing up to
$1,000 per business for storefront window and door repair; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Project Number CI2518 is hereby established, and $50,000 in deposit interest funds
received from ARPA funds are budgeted and appropriated to said project.
SECTION 2.
The Mayor, with the approval of City Council, shall develop and implement rules and
procedures for the payment of funds from Project Number CI2518 to businesses as
reimbursement for eligible expenses.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
