SUBJECT: AN ORDINANCE TRANSFERRING, BUDGETING AND
APPROPRIATING FUNDS IN THE AMOUNT OF $400,000 FROM
CI2415, STREET REHABILITATION TO PL2202, LAKE & ORMAN
ROUNDABOUT PROJECT
SUMMARY:
Attached is an Ordinance transferring funds in the amount of $400,000.00 from account
Project CI2415 to PL2202 - Lake & Orman Roundabout Prj.
PREVIOUS COUNCIL ACTION:
Ordinance 10368, approved on January 25, 2023, created Project No. PL2202 Lake
Avenue and Orman Avenue Roundabout Project, approved an IGA with CDOT,
transferred funds $150,000.00 for the required 10% match and budgeted and
appropriated $1,500,000.00 for the project.
Resolution 15474, dated February 12, 2024, approved an agreement for professional
engineering services between the City of Pueblo and Dibble & Associates Consulting
Engineers, Inc., in the amount of $179,386.00 for Project No. 23-076, Lake and Orman
Roundabout
BACKGROUND:
The City was awarded a Highway Safety Improvement Program grant for improvements
at the intersection of Lake Avenue and Orman Avenue in 2022. Despite the fact this is a
signalized intersection, 77% of the crashes were broadsides (front to side). Because of
the high percentage of broadsides at this intersection, it is a good candidate for a
roundabout. The Federal Highway Administration has identified the roundabout
construction as one of the most significant accident countermeasure concepts and
current speed studies of existing Pueblo roundabouts have shown average speeds in
the low 20 miles per hour (MPH) range.
During the final stages of design the engineers opinion of probable cost showed a
shortfall of approximately $400,000.00. The funds from the Street Rehabilitation will be
used to cover this shortfall and be used for the construction of the improvements at this
intersection.
FINANCIAL IMPLICATIONS:
The funds in the amount of $400,000.00 are being transferred from Project CI2415 to
PL2202, Lake & Orman Roundabout Prj, and budgeted and appropriated to PL2202.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Currently, there are no alternatives for completing the improvements without the funding
from CI2415.
RECOMMENDATION:
Approval of the Resolution.

AN ORDINANCE TRANSFERRING, BUDGETING AND
APPROPRIATING FUNDS IN THE AMOUNT OF $400,000 FROM

ROUNDABOUT PROJECT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funds in the amount of $400,000.00 are hereby transferred, budgeted and
appropriated from CI2415, Street Rehabilitation to PL2202, Lake & Orman Roundabout Project.
SECTION 2.
The officers of the City of Pueblo are authorized to perform any and all acts consistent
with this Ordinance to implement the policies and procedures described herein.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
