HomeMy WebLinkAbout16147 City Clerk's Office Item # Q6 Background Paper for Proposed Resolution COUNCIL MEETING DATE: October 14, 2025 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Andrew Hayes, Public Works Director SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF PUEBLO, COLORADO EXPRESSING SUPPORT FOR HOSTING A BUC- CENTER IN THE CITY OF PUEBLO SUMMARY: This Resolution expresses Council's support for the PREVIOUS COUNCIL ACTION: None. BACKGROUND: Buc-ee's, Ltd., has proposed the construction of a new travel center near Palmer Lake, Colorado near the Interstate 25 interchange at County Line Road. The project received considerable pushback from local residents due to concerns over traffic impacts, water availability, and more. The project appears to be stalled as the annexation of the project site into the Town of Palmer Lake was not approved. This presents an opportunity for Pueblo to market its strengths to the Buc-ee's executive leadership team and to invite them to consider Pueblo as an alternative to their original proposed location. This Resolution will clearly convey City Council's support for Buc- ee's to strongly consider such a project. FINANCIAL IMPLICATIONS: None. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Resolution. STAKEHOLDER PROCESS: Not applicable to this Resolution. ALTERNATIVES: Failure to pass this Resolution will signal that City Council does not desire to invite Buc- ee's to expand its footprint here in Pueblo. RECOMMENDATION: Approval of this Resolution. ATTACHMENTS: None RESOLUTION NO.16147 A RESOLUTION OF THE CITY COUNCIL OF PUEBLO, COLORADO EXPRESSING SUPPORT FOR HOSTING A BUC- CENTER IN THE CITY OF PUEBLO WHEREAS, the City of Pueblo is committed to fostering economic growth, business development, and job creation for its residents; and WHEREAS, Buc-demonstrated a proven track record of investing in communities through significant capital investment, creation of hundreds of quality jobs, collection of local sales tax revenues, and provision of services to both residents and travelers; and WHEREAS, the City of Pueblo recognizes that Buc- economy; and WHEREAS, the City Council is aware that recent efforts to site a Buc- Colorado encountered local opposition, and it is the desire of the City of Pueblo to demonstrate an openness and willingness to welcome new business opportunities; and WHEREAS, the City of Pueblo, situated at a prime junction of Interstate 25, has the land availability, workforce, infrastructure, and business-friendly climate to support a project of this magnitude; and WHEREAS, City Council wishes to extend an invitation to Buc- Pueblo, Colorado as a strategic location for a future travel center investment; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The City enthusiastically supports the prospect of a Buc- the City limits and affirms its commitment to working collaboratively with Buc- suitable site, expedite necessary reviews, and promote the success of such a project in Pueblo. SECTION 2. A copy of this Resolution shall be transmitted to the executive leadership of Buc- Pueblo Economic Development Corporation, the Pueblo Urban Renewal Authority, and the Pueblo Chamber of Commerce. SECTION 3. This Resolution shall become effective immediately upon passage and approval by City Council.
