SUBJECT: A RESOLUTION AUTHORIZING THE ISSUANCE OF A REVOCABLE
PERMIT (REV-25-31) TO THE HARP AUTHORITY FOR THE USE OF
VICTORIA AVENUE FROM THE HARP PARKING LOT AT 101 SOUTH
VICTORIA AVENUE TO GREENWOOD STREET FOR THE PURPOSE
OF FACILITATING A "FRIGHT NIGHT" TRICK-OR-TREAT EVENT
SUMMARY:
Attached is a Revocable Permit submitted by the HARP Authority.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The HARP Authority has submitted a Revocable Permit application (REV-25-31) to the HARP
Authority for the use of Victoria Avenue from the HARP Parking Lot at 101 South Victoria Avenue to
Greenwood Street for the purpose of facilitating a "Fright Night" Trick-or-Treat event on October 25,
2025, from 12:00 P.M. to 10:00 P.M.
FINANCIAL IMPLICATIONS:
None.
BOARD/COMMISSION RECOMMENDATION:
The Revocable Permit Review Committee recommends approval.
STAKEHOLDER PROCESS:
None
ALTERNATIVES:
Failure to approve the Resolution will prevent the applicant from utilizing the right-of-way to host its
event.
RECOMMENDATION:
Approval of the Resolution.

GREENWOOD STREET FOR THE PURPOSE OF FACILITATING

BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The attached Revocable Permit (REV-25-31) to the HARP Authority for the use of Victoria
Avenue from the HARP Parking Lot at 101 South Victoria Avenue to Greenwood Street for the purpose
of facilitating a "Fright Night" Trick-or-Treat event.
SECTION 2.
The use of the public right-of-way granted hereby is subject to all limitations, terms, and
conditions set forth in the attached Revocable Permit.
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with the intent of
this Resolution to implement the policies and procedures described herein.
SECTION 4.
This Resolution shall become effective immediately upon passage and approval.
