SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2025 STAFFING
ORDINANCE BY TEMPORARILY ADDING ONE (1) PURCHASING
DIRECTOR POSITION WITHIN THE PURCHASING DEPARTMENT FOR
TRAINING PURPOSES
SUMMARY:
increase the staffing of the department by one (1) full-time equivalent (FTE) for training
purposes. The classification shall be Purchasing Director, and the additional FTE shall
be abolished upon the anticipated retirement of the current incumbent in January of
2026.
PREVIOUS COUNCIL ACTION:
On December 9, 2024, Ordinance No.10852 was approved by City Council. This
Ordinance provided authorized staffing for Fiscal Year 2025.
BACKGROUND:
The Purchasing Department is requesting to temporarily add one (1) additional
Purchasing Director to authorized staffing. This appointed leadership position is
responsible for leading the Purchasing Department and oversight of all purchasing
activities for the City of Pueblo. Additionally, the position supervises all Purchasing staff
and handles all compliance, and management of purchasing processes and other related
activities of the City.
The current Purchasing Director has announced plans to retire at the end of January
2026. There is no mechanism in ordinance to allow for overfilling of a position for the
purpose of facilitating critical training and transition activities. Therefore, the department
requests the addition of a director position on a temporary basis to allow for the position
to be filled and to accomplish necessary training. It is anticipated that the position
requested by this ordinance will be posted as soon as possible and subsequently filled
in November after the Civil selection process has concluded. This temporary over hire
will allow training over the course of approximately three months prior to the current
It is further requested that the additional FTE be abolished upon separation of the current
Purchasing Director via retirement.
FINANCIAL IMPLICATIONS:
Funding for the wages and benefits for the position will come from the General Fund.
The cost for the three months of the additional position is approximately $38,864 as
outlined below.

None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
The no action alternative would be to retain the current staffing level, which would
eliminate any opportunity to train a newly hired Purchasing Director which would be
operationally detrimental to the department and the City organization.
RECOMMENDATION:
Approval of the ordinance.

STAFFING ORDINANCE BY TEMPORARILY ADDING ONE (1)
PURCHASING DIRECTOR POSITION WITHIN THE
PURCHASING DEPARTMENT FOR TRAINING PURPOSES
WHEREAS, it is necessary to revise the positions for the ultimate efficiency and
functionality for the Purchasing Department;
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Staffing Ordinance, is amended as follows:
The following positions shall be authorized for FY 2025:
SECTION 2.
Effective February 1, 2026, the position established pursuant to above Section 1 shall be
abolished and the 2025 Staffing Ordinance shall be amended as follows:
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate and transactions described therein.
SECTION 4.
This Ordinance shall be deemed to amend the Fiscal Year 2025 Budget and staffing with
respect to the number and allocation of positions within the Purchasing Department and shall
become effective on the date of final action by the Mayor and City Council.
