HomeMy WebLinkAbout11036 City Clerk's Office Item # R7 Background Paper for Proposed Ordinance COUNCIL MEETING DATE: September 8, 2025 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Marisa Pacheco, Director of Human Resources Andra Ahrens, Director Wastewater SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2025 STAFFING ORDINANCE BY TEMPORARILY ADDING ONE (1) WASTEWATER TREATMENT PLANT (WWTP) LAB SUPERVISOR POSITION WITHIN THE WASTEWATER DEPARTMENT FOR TRAINING PURPOSES SUMMARY: increase the staffing of the department by one (1) full time equivalent (FTE) for training purposes. The classification shall be WWTP Lab Supervisor, and the additional FTE shall be abolished upon the anticipated retirement of the current incumbent in September of 2025. PREVIOUS COUNCIL ACTION: On December 9, 2024, Ordinance No.10852 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2025. BACKGROUND: The Wastewater Department is requesting to temporarily add one (1) additional WWTP Lab Supervisor to authorized staffing. This mission critical position within the Wastewater Department is responsible for managing the laboratory function of the wastewater treatment plant, supervising the work of laboratory analysts performing laboratory tests for regulatory compliance, and management of process control and environmental research. This position is highly technical and associated with regulatory The current WWTP Lab Supervisor has announced plans to retire at the end of 2025. There is no mechanism in ordinance to allow for overfilling of a position for the purpose of facilitating critical training and transition activities. Therefore, the department requests the addition of a WWTP Lab Supervisor FTE on a temporary basis to allow for the position to be filled and to accomplish necessary training. It is anticipated that the position requested by this ordinance will be posted as soon as possible and subsequently filled in October after the Civil Service and selection process has concluded. This temporary over hire will allow training over the course of approximately three months It is further requested that the additional FTE be abolished upon separation of the current WWTP Lab Supervisor via retirement. FINANCIAL IMPLICATIONS: Funding for the wages and benefits for the position will come from the Wastewater enterprise fund. The cost for the three months of the additional position is approximately $33,099 as outlined below and can be absorbed by the existing Wastewater budget, pending City Council approval. Therefore, no additional funding is required. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: The no action alternative would be to retain the current staffing level which would eliminate any opportunity to train a newly hired WWTP Lab Supervisor which would be operationally detrimental to the department and community. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: None ORDINANCE NO.11036 AN ORDINANCE AMENDING THE FISCAL YEAR 2025 STAFFING ORDINANCE BY TEMPORARILY ADDING ONE (1) WASTEWATER TREATMENT PLANT (WWTP) LAB SUPERVISOR POSITION WITHIN THE WASTEWATER DEPARTMENT FOR TRAINING PURPOSES WHEREAS, , it is necessary to revise the positions for the ultimate efficiency and functionality for the Wastewater Department; BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. being the 2025 Staffing Ordinance, is amended as follows: The following positions shall be authorized for FY 2025: SECTION 2. Effective October 1, 2025, the position established pursuant to above Section 1 shall be abolished and the 2025 Staffing Ordinance shall be amended as follows: SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate and transactions described therein. SECTION 4. This Ordinance shall be deemed to amend the Fiscal Year 2025 Budget and staffing with respect to the number and allocation of positions within the Wastewater Department and shall become effective on the date of final action by the Mayor and City Council.
