HomeMy WebLinkAbout11035 Docusign Envelope ID: 8C3C23FA-C5FE-4BFB-BC8E-D9432109E8CF ORDINANCE NO. 11035 AN ORDINANCE APPROVING AND ACCEPTING A SUB- RECIPIENT GRANT AWARD AND ALL APPLICABLE CONDITIONS PERTAINING THERETO FROM THE COLORADO SPRINGS POLICE DEPARTMENT, IN THE AMOUNT OF $24,300.00 FOR THE HIGH INTENSITY DRUG TRAFFICKING AREAS (HIDTA) PROGRAM, FOR THE PERIOD JANUARY 1, 2025 THROUGH DECEMBER 31, 2025, AND AUTHORIZING THE MAYOR TO EXECUTE SAME WHEREAS, the City Council of Pueblo has the authority to accept grant funding on behalf of the City of Pueblo, including its Police Department, for public and municipal purposes; and WHEREAS, the City Council of Pueblo has the authority to accept grant funding on behalf of the City of Pueblo, including its Police Department, for public and municipal purposes; and WHEREAS, the Colorado Springs Police Department, as fiscal agent for the HIDTA Program, has tendered a sub-recipient award of $24,300 to the Pueblo Police Department upon the conditions recited therein; and WHEREAS, acceptance of this sub-grant funding is in the best interest of the City and will enhance the public health, welfare, and safety of its citizens; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Statement of Grant Award #HID2525G0525 (SOGA) between the City of Pueblo and the Colorado Springs Police Department, a true copy of which is attached hereto and approved as to form by the City Attorney, is hereby approved and accepted in accordance with its terms and conditions. SECTION 2. The Mayor is hereby authorized to execute the Signature Page in the name of and on behalf of the City, and the City Clerk shall affix the Seal of the City and attest the same. SECTION 3. The Police Department is empowered to apply for and accept additional sub-grant awards under this HIDTA Program as those funds become available through the Colorado Springs Police Department. This funding supports the Southern Colorado Drug Enforcement Task Force Initiative and will be used primarily for vehicle leases to support investigative operations. PREVIOUS COUNCIL ACTION: Previous HIDTA sub-recipient grants have been routinely approved by City Council each year. BACKGROUND: This Ordinance, if approved, will allow the City of Pueblo to accept HIDTA Program funding as a sub-recipient to the Colorado Springs Police Department under Federal Award Identification Number HID2525G0525. The HIDTA Program, administered by the Office of National Drug Control Policy (ONDCP), is designed to reduce drug trafficking and production in the United States by facilitating cooperation among federal, state, and local law enforcement agencies. The $24,300 award to the PPD will be utilized to lease up to three investigative vehicles, as outlined in the approved budget. This funding enhances the operational capacity of Docusign Envelope ID: 8C3C23FA-C5FE-4BFB-BC8E-D9432109E8CF the Southern Colorado Drug Enforcement Task Force, which plays a critical role in disrupting and dismantling drug trafficking organizations in Pueblo and the surrounding region. This sub-grant is subject to all administrative and financial requirements of ONDCP, including requirements set forth in the Uniform Administrative Requirements, Cost Principles, and Audit Requirements in 2 C.F.R. Part 200. FINANCIAL IMPLICATIONS: This grant requires no matching funds from the City of Pueblo. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: No formal stakeholder process is required for this sub-grant. ALTERNATIVES: Decline the sub-grant funding, which would eliminate dedicated resources for investigative vehicle leases for the Southern Colorado Drug Enforcement Task Force.
