CI2517, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $112,500 TO PROJECT NO. CI2517 FOR THE LAKE MINNEQUA RESTORATION FEASIBILITY STUDY, TRANSFERRING $5,848.57 FROM CAPITAL PROJECT NO. LT0233 - HONOR FARM PROJECT, $4,013.31 FROM LT1803 - CITY PARK G. WILLIAMS PAVILION REPAIRS, $671.51 FROM LT1902 - ICE ARENA ZAMBONI ROOM ADDITION, AND $1,966.61 FROM LT2201 - BUILDING RENOVATION CITY PARK ADMINISTRATION, TOTALING $12,500 IN FUNDS TO CAPITAL PROJECT NO. LT2502 - LAKE MINNEQUA DREDGE STUDY TO BE USED AS REQUIRED GRANT MATCH SUMMARY: This Ordinance approves and accepts a grant awarded from the Colorado Water Conservation Board, State of Colorado Department of Natural Resources in the amount of $112,500 for the Lake Minnequa Restoration Feasibility Study. PREVIOUS COUNCIL ACTION: Not applicable to this Ordinance. BACKGROUND: The City received a grant from the Colorado Water Conservation Board, State of Colorado Department of Natural Resources for the Lake Minnequa Restoration Feasibility Study. The project will focus on the feasibility and mechanisms of dredging the lake bottom, removing nutrient loaded sediments that feed toxic algal blooms, thereby restoring the volume and depth of Lake Minnequa, changing the lake bathymetry to improve circulation and cool the water. FINANCIAL IMPLICATIONS: The required match for this grant is $37,500. The funds for the match will come from Conservation Trust Fund Capital Projects LT2502 Lake Minnequa Lake Dredge Study ($25,000.00), LT0233 Honor Farm Project ($5,848.57), LT1803 City Park G. Williams Pavilion Repairs ($4,013.31), LT 1902 Ice Arena Zamboni Room Addition ($671.51), and LT2201 Building Renovation City Park Administration ($1,966.61). BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: Should the Council choose not to approve this grant agreement, the Lake Minnequa Restoration Feasibility Study will not be completed. RECOMMENDATION: Approval of the Ordinance. LT0233 - HONOR FARM PROJECT, $4,013.31 FROM LT1803 - CITY PARK G. WILLIAMS PAVILION REPAIRS, $671.51 FROM LT1902 - ICE ARENA ZAMBONI ROOM ADDITION, AND $1,966.61 FROM LT2201 - BUILDING RENOVATION CITY PARK ADMINISTRATION, TOTALING $12,500 IN FUNDS TO CAPITAL PROJECT NO. LT2502 - LAKE MINNEQUA DREDGE STUDY TO BE USED AS REQUIRED GRANT MATCH WHEREAS, the Colorado Water Conservation Board tendered a grant award in the amount of $112,500.00 upon conditions recited therein or incorporated therein by reference; and WHEREAS, acceptance of the funding for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare, and safety of the citizens of the City; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. City of Pueblo, a Colorado Municipal Corporation, and the Colorado Water Conservation Board, State of Colorado Department of Natural Resources, a copy of which is attached hereto, is hereby approved. SECTION 2. The Mayor is hereby authorized to execute the Agreement in the name and on behalf of the City of Pueblo, where the Mayor may execute the Agreement by electronic signature and such electronic signature shall be attributable to the Mayor and the City of Pueblo. SECTION 3. Project No. CI2517 Lake Minnequa Restoration Feasibility Study is hereby established. SECTION 4. The grant award from the Colorado Department of Transportation, totaling $112,500.00 is hereby approved and accepted in accordance with the Agreement. SECTION 5. All funds accepted pursuant to this Ordinance shall be budgeted and appropriated into Project No. CI2517. Said funds shall only be expended and used for this project. SECTION 6. Funds in the amount of $5,848.57 in Capital Project No. LT0233 Honor Farm Project, $4,013.31 in Capital Project No. LT1803 City Park G. Williams Pavilion Repairs, $671.51 in Capital Project No. LT 1902 Ice Arena Zamboni Room Addition, and $1,966.61 in Capital Project No. LT2201 Building Renovation City Park Administration will be transferred into Capital Project No. LT2502 Lake Minnequa Dredge Study. SECTION 7. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Ordinance to implement the policies and procedures described herein. SECTION 8. This Ordinance shall become effective on the date of final action by the Mayor and City Council.
