HomeMy WebLinkAbout11033 City Clerk's Office Item # R4 Background Paper for Proposed Presentation COUNCIL MEETING DATE: September 8, 2025 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Chris Noeller, Chief of Police SUBJECT: AN ORDINANCE APPROVING AND ACCEPTING A GRANT AWARD LETTER AND ALL APPLICABLE CONDITIONS PERTAINING THERETO WITH THE COLORADO DEPARTMENT OF LOCAL AFFAIRS (DOLA), IN THE AMOUNT OF $165,759.00 FOR THE PUEBLO POLICE DEPARTMENT TOWING AND IMPOUND RELIEF PROGRAM, ESTABLISHING PROJECT NUMBER PS2510 AND BUDGETING AND APPROPRIATING FUNDS INTO PROJECT NUMBER PS2510, AND AUTHORIZING THE MAYOR TO EXECUTE SAME SUMMARY: The Colorado Department of Local Affairs (DOLA) has awarded the City of Pueblo a Law Enforcement Community Services (LECS) Grant in the amount of $165,759 to implement the Pueblo Police Department Towing and Impound Relief Program. This program will reimburse victims of crime for towing and impound fees associated with stolen or impounded vehicles. PREVIOUS COUNCIL ACTION: City Council previously authorized the submission of the DOLA LECS grant application for this project. BACKGROUND: 582 stolen vehicles recovered in 2024 and 632 total law enforcement-related tows. Many victims are unable to afford towing, impound, and storage fees required to retrieve their vehicles after being victimized. The Pueblo Police Department Towing and Impound Relief Program will provide financial assistance to victims by reimbursing these costs. Eligible vehicles must be directly related to a criminal investigation and impounded or towed at the request of the Pueblo Police Department. This initiative will enhance the Pueblo Police improving victim trust and cooperation, and fostering stronger community relationships. FINANCIAL IMPLICATIONS: The grant provides $165,759 with no required local match. Funds will be budgeted and appropriated into the Public Safety Grants Fund, Project Number PS2510. budget submitted with the grant application. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: The Police Department consulted with its tow company partners, the Finance Department, and community stakeholders during the program design phase. ALTERNATIVES: Decline the grant award and forgo establishing the Towing and Impound Relief Program. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: 1. Grant Award Letter ORDINANCE NO.11033 AN ORDINANCE APPROVING AND ACCEPTING A GRANT AWARD LETTER AND ALL APPLICABLE CONDITIONS PERTAINING THERETO WITH THE COLORADO DEPARTMENT OF LOCAL AFFAIRS (DOLA), IN THE AMOUNT OF $165,759.00 FOR THE PUEBLO POLICE DEPARTMENT TOWING AND IMPOUND RELIEF PROGRAM, ESTABLISHING PROJECT NUMBER PS2510 AND BUDGETING AND APPROPRIATING FUNDS INTO PROJECT NUMBER PS2510, AND AUTHORIZING THE MAYOR TO EXECUTE SAME WHEREAS, the City Council of Pueblo has the authority to accept grant funding on behalf of the City of Pueblo, including its Police Department, for public and municipal purposes; and WHEREAS, the Colorado Department of Local Affairs has tendered a grant award of $165,759 to the Pueblo Police Department upon the conditions recited therein; and WHEREAS, acceptance of this grant funding is in the best interest of the City and will enhance victim services and public safety; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The DOLA Grant Award Letter (LECS-24-008) between the City of Pueblo and the Colorado Department of Local Affairs, a true copy of which is attached hereto and approved as to form by the City Attorney, is hereby approved and accepted in accordance with its terms and conditions. SECTION 2. The Mayor is hereby authorized to execute the Signature Page in the name of and on behalf of the City, and the City Clerk shall affix the Seal of the City and attest the same. SECTION 3. The Pueblo Police Department is empowered to apply for and accept additional awards under the DOLA LECS Program as those funds become available. SECTION 4. Project Number PS2510 is hereby established in the Public Safety Grants Fund. All funds accepted under this ordinance shall be budgeted and appropriated into Project Number PS2510 by the Finance Department and shall only be expended for the purposes set forth in the grant award. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the policies and procedures described herein. SECTION 6. This Ordinance shall become effective on the date of final action by the Mayor and City Council.
