HomeMy WebLinkAbout16113 City Clerk's Office Item # M8 Background Paper for Proposed Resolution COUNCIL MEETING DATE: September 8, 2025 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Alyssa Parga, Executive Assistant to the Mayor SUBJECT: A RESOLUTION RATIFYING THE JOINT APPOINTMENT OF RONNIE WILEY, KEWANNA BINDER, JIMMY DUFFNER, JOHN COLON, AND DENNIS CHAPPELL TO THE COMMUNITY SERVICES ADVISORY COMMISSION (CSAC) SUMMARY: This resolution ratifies the joint City-County appointment of members to serve on the Community Services Advisory Commission (CSAC). PREVIOUS COUNCIL ACTION: Joint City-County appointments to the Community Services Advisory Commission (CSAC) are made on an annual basis selecting individuals to serve expiring or vacant terms. Resolutions to ratify the joint appointments are passed by each entity. BACKGROUND: There are five (5) vacancies on the Community Services Advisory Commission due to resignations. All five (5) vacancies are joint appointments with Pueblo County and the City of Pueblo. One (1) term expires on April 30, 2026, two (2) terms expire on April 30, 2027, one (1) term expires on April 30, 2028, and the final term expires on April 30, 2029. Sixteen (16) applications were received: Kewanna Binder, Dennis Chappell, John Colon, Heather Dewey, Jimmy Duffner, Amanda Marascola, Brandon Martin, Jessica McGroarty, Jason Muñoz, Jeremy Nuss, Roxanne Pignanelli, Richard Ringler, Olivia St. Onge, Emily Stewart, Ronnie Wiley, and Nancy Zimmer. The County Commissioners met on August 26, 2025, reviewed the applicants, and forwarded Ronnie Wiley, Kewanna Binder, Jimmy Duffner, John Colon, and Dennis Chappell for appointment. FINANCIAL IMPLICATIONS: This is a volunteer committee and members serve without compensation. BOARD/COMMISSION RECOMMENDATION: The Commission highly recommends applicants Wiley, Chapell, Binder, Zimmer, and Stewart. STAKEHOLDER PROCESS: N/A ALTERNATIVES: City Council in agreement with the County Commissioners could remove the Resolution from the Agenda, and reevaluation the applications or request that the recruitment process be extended in order to receive additional applications for consideration. RECOMMENDATION: Approval of the Resolution. ATTACHMENTS: 1. Memo to City CSAC 08-26-2025 RESOLUTION NO.16113 A RESOLUTION RATIFYING THE JOINT APPOINTMENT OF RONNIE WILEY, KEWANNA BINDER, JIMMY DUFFNER, JOHN COLON, AND DENNIS CHAPPELL TO THE COMMUNITY SERVICES ADVISORY COMMISSION (CSAC) WHEREAS, the Board of County Commissioners have duly convened and selected Ronnie Wiley, Kewanna Binder, Jimmy Duffner, John Colon, and Dennis Chappell to serve on the Community Services Advisory Commission (CSAC); it is now the desire of the Pueblo City Council to ratify said appointments; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The following individual is hereby jointly appointed to the Community Services Advisory Commission (CSAC) to complete a four-year term expiring April 30, 2029: Ronnie Wiley SECTION 2. The following individual is hereby jointly appointed to the Community Services Advisory Commission (CSAC) to complete a four-year term expiring April 30, 2028: Kewanna Binder SECTION 3. The following individuals are hereby jointly appointed to the Community Services Advisory Commission (CSAC) to complete a four-year term expiring April 30, 2027: Jimmy Duffner John Colon SECTION 4. The following individual is hereby jointly appointed to the Community Services Advisory Commission (CSAC) to complete a four-year term expiring April 30, 2026: Dennis Chappell SECTION 5. The officers and staff of the City are authorized to perform any and all acts consistent with this Resolution to implement the appointment described herein. SECTION 6. This Resolution shall become effective immediately upon final passage.
