HomeMy WebLinkAbout16108 City Clerk's Office Item # M3 Background Paper for Proposed Resolution COUNCIL MEETING DATE: September 8, 2025 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Charles Roy, Acting Director of Public Works SUBJECT: A RESOLUTION AUTHORIZING THE ISSUANCE OF REVOCABLE PERMIT (REV-25-22) TO THE PUEBLO'S LEGACY AND COMMUNITY EXPERIENCE (P.L.A.C.E) FOR THE USE OF THE PUBLIC RIGHT-OF- WAY ALONG 7TH STREET BETWEEN MONUMENT AVENUE AND LACROSSE AVENUE FOR THE PURPOSE OF HOSTING THE COMMUNITY BLOCK PARTY EVENT SUMMARY: Attached is a resolution authorizing the issuance of a Revocable Permit (REV-25-22) to the P.L.A.C.E for the use of the public right-of-way along 7th Street between Monument Avenue and Lacrosse Avenue for the purpose of hosting the community block party event. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The committee of Pueblo's Legacy and Community Experience (P.L.A.C.E.) has submitted a Revocable Permit (REV-25-22) for the use of the public right-of-way along 7th Street between Monument Avenue and Lacrosse Avenue for the purpose of hosting the community block party event on Tuesday, September 16, 2025, 4:00 pm - 7:00 pm. According to the application letter, this is the 2nd on Pueblo's Eastside, and they are planning a fun filled event full of community fellowship, food and entertainment to the community. Their mission is "To invigorate the pride and love for the Eastside and celebrate the beauty of its community." This event will be a great resource for families to get in touch with community resources, businesses and other great organizations that are all dedicated to the Pueblo Eastside community. They have worked with the Lucero Library, Risley Middle School and Pueblo Community Health Center and they are all supportive of this event. They have permission from St. Leander Church for overflow parking. Four port-o-lets and 2 handwashing stations as well as 12 trash totes will be supplied. Street closure services will be provided by Work Zone. FINANCIAL IMPLICATIONS: None. BOARD/COMMISSION RECOMMENDATION: The Revocable Permit Review Committee recommends approval. STAKEHOLDER PROCESS: None. ALTERNATIVES: Failure to approve the Resolution will prevent the applicant from hosting the community block party event. RECOMMENDATION: Approval of the Resolution. The attached Revocable Permit (REV-25-22) to the Pueblo's Legacy and Community Experience (P.L.A.C.E.) for the use of the public right-of-way along 7th Street between Monument Avenue and Lacrosse Avenue for the purpose of hosting the community block party event on Tuesday, September 16, 2025, from 4:00 pm - 7:00 pm. SECTION 2. The use of the public right-of-way granted hereby is subject to all limitations, terms, and conditions set forth in the attached Revocable Permit. SECTION 3. The Officers of the City are authorized to perform any and all acts consistent with the intent of this Resolution to implement the policies and procedures described herein. SECTION 4. This Resolution shall become effective immediately upon passage and approval.
