A RESOLUTION GRANTING AND APPROVING AN EASEMENT
AND MAINTENANCE AGREEMENT TO COMPASS POINTE, LP,
A COLORADO LIMITED PARTNERSHIP, FOR THE PURPOSE
OF CONSTRUCTING AND MAINTAINING A STORMWATER
DETENTION POND OUTFALL
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The Easement and Maintenance Agreement granted to Compass Pointe, LP, a Colorado
Limited Partnership, for the purpose of constructing and maintaining a stormwater detention pond
outfall, a copy of which is attached hereto, having been approved by the City Attorney, is hereby
accepted and approved. The Mayor is authorized to execute same, and the City Clerk is
authorized to affix the seal of the City thereto and attest same.
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the agreement to effectuate the transactions
described therein.
SECTION 3.
This Resolution shall become effective immediately upon passage and approval.

CONSTRUCTING AND MAINTAINING A STORMWATER DETENTION
POND OUTFALL
SUMMARY:
This Resolution grants and approves an Easement and Maintenance Agreement to
Compass Pointe, LP, a Colorado Limited Partnership, for the purpose of constructing
and maintaining a stormwater detention pond outfall.
PREVIOUS COUNCIL ACTION:
On June 23rd, 2025, City Council approved Ordinance No. 10983, which approved the
Compass Pointe Subdivision. The Ordinance approved the subdivision with the following
executed easement agreement relating to stormwater detention pond outfall facility
BACKGROUND:
This subdivision is required to have a stormwater detention pond to provide flood control
and water quality in accordance with the City of Pueblo Drainage Criteria Manual, April
2023. To provide an adequate outfall for the stormwater detention pond, this Easement
and Maintenance Agreement is needed.
FINANCIAL IMPLICATIONS:
None.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
If City Council does not approve this resolution, the site will not be subdivided, which will
impede development of the site.
RECOMMENDATION:
Approval of the Resolution.
