ELIZABETH STREET IN THE ELIZABETH STREET PARKWAY FOR THE PURPOSE OF INSTALLING TWO NEW 2- INCH MONITORING WELLS BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The attached Revocable Permit (REV-25-29) is authorized to be issued to Alpine Remediation, Inc., for the use of the public right-of-way in front of 2801 N. Elizabeth Street in the Elizabeth Street Parkway for the purpose of installing two new 2-inch monitoring wells. SECTION 2. The use of the public right-of-way granted hereby is subject to all limitations, terms, and conditions set forth in the attached Revocable Permit. SECTION 3. The officers of the City are authorized to perform any and all acts consistent with the intent of this Resolution to implement the policies and procedures described herein. SECTION 4. This Resolution shall become effective immediately upon passage and approval. ELIZABETH STREET IN THE ELIZABETH STREET PARKWAY FOR THE PURPOSE OF INSTALLING TWO NEW 2-INCH MONITORING WELLS SUMMARY: Attached is a Revocable Permit to be issued to Alpine Remediation, Inc. PREVIOUS COUNCIL ACTION: None. BACKGROUND: Alpine Remediation, Inc., has submitted a Revocable Permit application (REV-25-29) requesting the use of the public right-of-way in front of 2801 N. Elizabeth Street in the Elizabeth Street Parkway for the purpose of installing two new 2-inch monitoring wells in park. Alpine will use a CME-55 truck to install the monitoring wells to 20 bgs. They will be continuously sampling using a continuous core system. The wells will be constructed with 15-feet of screen, five-feet of riser and a flush mount well cover. Alpine will pothole the locations to six-foot bgs using a water knife before drilling. They will stage the truck on the green space using plywood planks under the truck to reduce the impact. Alpine will restore the site back to the original state when complete, including the area impacted by the truck on the site. They will be starting on August 26, 2025. FINANCIAL IMPLICATIONS: None. BOARD/COMMISSION RECOMMENDATION: The Revocable Permit Review Committee recommends approval. STAKEHOLDER PROCESS: None. ALTERNATIVES: Failure to approve the Resolution will prevent Alpine Remediation, Inc., from using the public right-of-way in front of 2801 N. Elizabeth Street in the Elizabeth Street Parkway for the purpose of installing two new 2-inch monitoring wells. RECOMMENDATION: Approval of the Resolution. ATTACHMENTS: 1.
