A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN
THE AMOUNT OF $496,402.46 TO BAHA CONSTRUCTION,
INC., FOR PROJECT NO. 25-016, PARKING AND
STREETSCAPE IMPROVEMENTS - EL CENTRO DEL QUINTO
SOL PARK, SETTING FORTH $75,000 FOR CONTINGENCIES,
AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE
SAME
WHEREAS, bids for Project No. 25-016, Parking and Streetscape Improvements - El Centro
del Quinto Sol Park have been received and examined; and,
WHEREAS, the proposal of Baha Construction, Inc., was the lowest of those bids
determined to be responsive, and the Committee of Awards recommends to the City Council that
it authorizes Project No. 25-016 Parking and Streetscape Improvements - El Centro del Quinto
Sol Park to be performed; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The City Council authorizes Project No. 25-016, Parking and Streetscape Improvements
El Centro del Quinto Sol Park, to be performed, and the contract for said project is hereby awarded
to Baha Construction, Inc., in the amount of $496,402.46.
SECTION 2.
The Purchasing Agent is hereby authorized to execute said contract on behalf of the City
of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 3.
In addition to the amount of the bid set forth, as aforementioned, an additional amount as
stipulated in this section is hereby established for contingencies and additional work.

SECTION 4.
Funds for Project No. 25-016 (including contingencies and additional work), in the amount
of $571,402.46 shall be from Account Project No. CI1914, Eastside Streetscape Project.
SECTION 5.
The officers of the City of Pueblo are authorized to perform any and all acts consistent
with this Resolution to implement the policies and procedures described herein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

PURCHASING AGENT TO EXECUTE SAME
SUMMARY:
Attached is a Resolution awarding a Construction Contract to Baha Construction, Inc.,
for Project No. 25-016, Parking and Streetscape Improvements - El Centro del Quinto
Sol Park.
PREVIOUS COUNCIL ACTION:
Ordinance 9563 dated September 23, 2019, approved an Intergovernmental Agreement
between the City of Pueblo and Pueblo County, established Account Project No. CI1914,
and budgeted and appropriated $100,000.00 for the design phase of the Eastside
Pedestrian, Parking and Streetscape Improvements Project.
Resolution 14457 dated August 24, 2020, approved an agreement for professional
engineering services between the City of Pueblo and Bohannan Huston, Inc., in the
amount of $64,530.00 for the completion of the Master Plan.
Resolution 14788 dated January 24, 2022, approved Amendment #1 to the agreement
for professional engineering services between the City of Pueblo and Bohannan Huston,
Inc., in the amount of $29,940.00 for the completion of the Final Design.
Ordinance 10147 dated April 11, 2022, approved Amendment #1 to the IGA between the
City of Pueblo and Pueblo County, appropriating an additional $100,000.00 for design
funds.
Ordinance 10934, dated April 28, 2025, approved an IGA between the City of Pueblo
and Pueblo County to accept, budget and appropriate funds in the amount of
$810,145.00 for construction of parking and landscape improvements around the El
Centro del Quinto Sol Park.
BACKGROUND:
In general, this p roject includes parking and landscape improvements around the El Centro del
Quinto Sol Park including establishing new angled parking by installing new curb, gutter, sidewalk,
and pavement around the park, as well as new ADA compliant curb ramps, pedestrian lighting, turf
replacement and tree relocations. The Resolution awards the Construction Contract to Baha
Construction, Inc.
FINANCIAL IMPLICATIONS:
Funding (including contingencies) in the amount of $571,402.46 will be paid from
Account Project No. CI1914 Eastside Streetscape Project.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Denial of this resolution will cancel the project.
RECOMMENDATION:
Approval of the Resolution.
