PL2402, APPROVING AN INTERGOVERNMENTAL GRANT AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION AND THE STATE OF COLORADO DEPARTMENT OF LOCAL AFFAIRS, GRANT NO. LPC-24-055, AND AUTHORIZING THE MAYOR TO EXECUTE SAME SUMMARY: This Ordinance budgets and appropriates additional funds in the amount of $96,000 from a grant received from the State of Colorado Department of Local Affairs (LPC-24-055), for the Pueblo Affordable Housing Procedures Updates, Project No. PL2402, Project No. PL2402, approves the intergovernmental grant agreement between the City of Pueblo and the Colorado Department of Local Affairs, and authorizes the Mayor to sign the grant agreement on behalf of the City. PREVIOUS COUNCIL ACTION: Ordinance No. 10862 establishing the Pueblo Affordable Housing Procedures Updates, Project No. PL2402 was approved on December 23, 2024. The Ordinance budgeted and appropriated $24,000 in matching funds for the Project. BACKGROUND: The approval of the grant funds from DOLA will be used for the implementation of land use development code amendments that seek to expedite the review and approval of affordable housing project; enact a process that will streamline affordable housing and improve inter-agency collaboration; purchasing, implementing or upgrading software or IT solutions; advancing planning efforts to identify properties for potential development of future affordable housing; and establishing a process for tracking and documenting of Proposition 123-related commitments for fast track compliance of affordable housing project applications and building permits. The City will engage a consultant to work with City staff to develop these processes and procedures. FINANCIAL IMPLICATIONS: The Project budget, PL2402 will be funded through the following sources: Colorado Department of Local Affairs $96,000 City of Pueblo (previously budgeted and appropriated, Ord. 10862) $24,000 Total $100,000 This Project will require staff time for grant management and oversight of the improvements. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: It is anticipated that a public engagement process will be completed with affordable housing developers, architects, engineers, and funding entities to provide their feedback and suggestions on ways to develop a fast-track process for reviewing affordable housing development plans, and the issuance of building permits. ALTERNATIVES: If the funding and Grant Agreement are not approved, the Project will not move forward. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: 1. LPC-24-055, AND AUTHORIZING THE MAYOR TO EXECUTE SAME WHEREAS, the State of Colorado Department of Local Affairs (DOLA) has offered funds through Grant Award #LPC-24-055; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Additional funds in the amount of $96,000 are hereby budgeted and appropriated for the Pueblo Affordable Housing Procedures Update, Project No. PL2402. SECTION 2. The Intergovernmental Grant Agreement between the City of Pueblo, a Colorado Municipal Corporation, and DOLA related to Grant Award #LPC-24-055 (hereinafter referred to Attorney, is hereby approved. SECTION 3. The Mayor is authorized to execute and deliver the IGA in the name of the City and the City Clerk is directed to affix the seal of the City. SECTION 4. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described herein. SECTION 5. This Ordinance shall become effective immediately upon final action by the Mayor and City Council.
