SUBJECT: AN ORDINANCE SUBMITTING TO THE ELIGIBLE ELECTORS OF THE
CITY OF PUEBLO, COLORADO AT THE REGULAR MUNICIPAL
ELECTION TO BE HELD ON NOVEMBER 4, 2025, AN AMENDMENT TO
THE CITY SALES AND USE TAX ORDINANCE TO IMPLEMENT A ONE
PERCENT (1%) INCREASE IN SALES AND USE TAX AND ADOPTION
OF ORDINANCE NO. 11000 TO IMPLEMENT THE INCREASE
WHEREAS, at the November 1992 general election, the citizens of Colorado adopted, as
an amendment to the Colorado Constitution, the provisions of Article X, Section 20 of the Colorado
Constitution ("TABOR"), which, among other things, require voter approval for certain exercises
of state and local government powers relating to taxation, revenue-raising, spending and the
incurrence of debt and other multiple-fiscal year financial obligations; and
WHEREAS, the City of Pueblo, Colorado (the "City") presently imposes, pursuant to
Chapter 4, Title XIV of the Pueblo Municipal Code (the "Act"), a sales and use tax rate of 3.7%;
and
WHEREAS,

costs of the City; and

while the costs of operation and administration of city services has increased each year by ___

WHEREAS, the City Council of the City has determined and hereby finds and determines
that implementing a one percent (1%) increase to the sales and use tax rate to be deposited into

services and promote the public peace, health, safety and welfare of the residents of the City; and
WHEREAS, the City desires to ask the electors of the City, pursuant to Article X, Section
20 of the Colorado Constitution to increase the sales and tax rate by one percent (1%) to be
; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that
The question of implementing a one percent (1%) sales and use tax rate increase to be
deposited into the general fund, subject to appropriation by City Council, shall be submitted to a
vote of the eligible electors of the City at the City's regular election to be held on November 4,
2025. The ballot question (submission clause and title) therefore shall be as follows:
The City Clerk is hereby authorized and directed to take all action necessary or appropriate
to submit the sales tax question to the registered electors of the City as a ballot issue at the
November 4, 2025 regular election, the ballot title for which shall be in substantially the form
hereinabove.
The officers and employees of the City are authorized and directed to take all action
necessary, appropriate or required to effectuate the provisions of this Ordinance.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
